RECOMMENDATION:

That the staff report entitled “Preliminary Report: Ontario Realty Corporation, Application for a Zoning By-Law Amendment to permit industrial with ancillary office uses at 2601 14th Avenue.” (File ZA 08 126293), be received;

 

That a Public Meeting be held to consider the proposed Zoning By-law Amendment (ZA 08 126293) submitted by Ontario Realty Corporation;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to provide preliminary information regarding a Zoning By-law Amendment application submitted by Ontario Realty Corporation to rezone the property to permit industrial with ancillary office uses and to recommend that a statutory Public Meeting be held to consider the proposed application.

 

BACKGROUND:

Complete Application

The Zoning By-law Amendment application submitted by Ontario Realty Corporation was deemed complete on October 23, 2008.

 

Property and Area Context

The site is currently owned by the Ministry of Energy and Infrastructure, and has been identified as surplus to provincial requirements. The subject property has an area of approximately 2.43 ha (6.0 acres) and is located on the south side of 14th Avenue, east of Highway 404, municipally known as 2601 14th Avenue (Figure 1). 

 

 

The property is currently vacant and a large portion of the site contains low lying vegetation including small trees and shrubs.  Surrounding land uses include (Figure 3):

 

  • To the north across 14th Avenue a place of worship (Armenian Evangelical Church) and multi-tenant industrial building
  • To the south the Canadian National Railway
  • To the west Highway 404
  • To the east a warehouse/distribution building

 

The property is highly visible from Highway 404, and the Town will be looking for a high level of urban design as part of a future site plan application.  The applicant has submitted a concept plan for the property, but no formal site plan application has been applied for at this time.  The concept plan proposes a one storey 9,880 m² (106,350 ft²) industrial building with 2 storeys of ancillary office space at the front of the building.   

 

Official Plan 

The Official Plan designates the northern portion of the site fronting onto 14th Avenue as INDUSTRIAL – Business Corridor Area, and the southern portion of the property as INDUSTRIAL – General Industrial Area.  The Business Corridor Area designation is intended for industrial and office uses primarily in corridors along major road frontages, adjacent to industrial areas. The General Industrial Area category permits a range of uses related to manufacturing, processing, repair and servicing, warehousing and similar uses.  The proposal is in keeping with the intent of the Official Plan.

 

Zoning

The property is currently zoned Agriculture One (A1) under By-law 2284-68, as amended.  A zoning by-law amendment is required to permit the proposed uses.

 

Recoveries required for 14th Avenue infrastructure

The owner will be required to pay recoveries for connecting into infrastructure along 14th Avenue, prior to the execution of a site plan agreement.

 

POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:

This proposal would provide the following benefits:

 

  • Allow for the development of employment lands.

 

CONCERNS/ISSUES TO BE RESOLVED:

The following is a brief summary of concerns/issues raised to date.  These matters, and any others identified through the circulation and detailed review of the proposal, will be addressed in a final staff report to be presented to Committee at a later date.  Issues identified to date include:

 

  • A site plan application should be submitted for the property.
  • A Traffic Study has been submitted and must be reviewed by staff.
  • Tree inventory and preservation plan must be submitted to the Town for review and approval.

DEPARTMENTS CONSULTED AND AFFECTED:

The application has been circulated to all relevant agencies and departments.  Requirements of the Town and external agencies will be considered in preparing final recommendations.

 

CONCLUSION:

It would be appropriate to hold a public meeting to obtain information on this application.
