The Development Services Public Meeting convened at 7:00 PM in the Council Chamber with Councillor J. Webster in the Chair.

Mr. Biju Karumanchery, Senior Development Manager advised the subject of the Public Meeting this date was to consider applications submitted by Amber Plain Investment Ltd. [(SU 02 110218) (19TM-02003) and (ZA 08 115916)], 16th and McCowan Holdings Ltd. [(SU 02 115896) (19TM-02011) and (ZA 08 122207)], Mattamy (Robinson Creek) Ltd. [(SU 03 113679) (19TM-03008) and (ZA 08 120322)], within the Wismer Markham Dev. Inc. [(SU 02 113757) (19TM-02008) and (ZA 08 121722)], Wismer Commons Community for final phases of draft plan of subdivision approval and implementing zoning by-law amendments.

 

The Committee Clerk advised that 327 notices for Amber Plain Investments, 259 notices for 16th ad McCowan Holdings Ltd., 324 notices for Mattamy Robinson Creek Ltd., 121 notices for Wismer Markham Developments Inc., and 284 notices for Wismer Markham Developments Inc. were mailed on December 22, 2008, and Public Meeting signs were posted on December 17, 2008.  One written submission for Amber Plain Investment; two written submissions for 16th and McCowan Holdings Ltd.; one written submission for Mattamy Robinson Creek; one written submission for Wismer Markham Development Inc.; and one written submission for Wismer Markham Development Inc were received regarding the five proposals.

 

Staff gave a presentation regarding the proposal, area context, surrounding uses, outstanding issues and next steps.  Staff advised that the applications are in compliance with the density provisions of the Wismer Commons Secondary Plan.

 

There was considerable discussion regarding the 10 metre buffer along Robinson Creek (adjacent to the Amber Plains Plan) and the woodlot (adjacent to the Wismer Markham Plan).  Certain members of the Committee suggested that the buffer area should be larger.  Staff advised that the valleylands and the woodlot were conveyed to the Town of Markham as a condition of development to the previous phases of these plans.

 

Mr. Asad Ashraf, 8 St. James Court, addressed the Committee regarding the proposed zoning and subdivision applications.  He stated that Highway 7 and 9th Line already faces traffic congestion and feels that these proposals will have significant implications on current traffic congestion in the area.

 

Mr. Richard Coulson, 47 Barnstone Drive, addressed the Committee to enquire about two issues:  when will there be pedestrian sidewalks on the north side of 16th Avenue at McCowan Road and is the Town intending on constructing a right-hand turn land at McCowan Road and 16th Avenue?

 

Mr. Andrew Li, 29 Barnstone Drive, addressed the Committee regarding the proposed zoning and subdivision applications for Amber Plain Investment Ltd., 16th and McCowan Holdings Ltd. And Mattamy (Robinson Creek) Ltd.  He is concerned about the potential increase in traffic along 16th Avenue and McCowan Road as a result of the proposed applications.

 

Mr. Deshe Johnson, 41 Country Ridge Drive, addressed the Committee stating concerns with the proposed 10 metre buffer area along Robinson Creek.  He advised that his neighbourhood already faces flooding problems and will forward pictures to the Members of Council depicting the flooded local streets.

 

Ms. Debbie Wong, 33 Country Ridge Drive, addressed the Committee to state her concerns with flooding in her neighbourhood.  She is suggesting that the buffer area be larger than 10 metres.  Ms. Wong enquired whether a new school would be developed if these applications are approved.

 

The Committee requested that staff provide answers to the concerns and issues raised at tonight’s meeting in advance of the Council meeting.  Staff advised that issues and concerns will be addressed in memo or recommendation report.   

 

Mr. Mark Yarranton, KLM Planning, on behalf of Amber Plain Investments Ltd., addressed the Committee regarding the issue of the valley lands and buffer area.  He stated that the proposed plans meet the requirements of both the Toronto and Region Conservation Authority (TRCA) and the Town of Markham Official Plan.  He advised that they are prepared to continue discussion with staff regarding this issue.

SU 03 113679 (19TM-03008) and ZA 08 120322, and Wismer Markham Dev. Inc. SU 02 113757 (19TM-02008) and ZA 08 121722, Wismer Commons Community, Applications for Draft Plan of Subdivision Approvals and Implementing Zoning By-law Amendments”, be received; and,

 

That the Record of the Public Meeting held on January 13, 2009, with respect to the applications by 16th and McCowan Holdings Ltd., for draft plan of subdivision approvals and implementing zoning by-law amendments, be received; and,

 

That staff be directed to review and evaluate the proposals and report any outstanding issues to the Development Services Committee; and further,

 

That upon completion of the review and evaluation by staff, and if there are no outstanding issues, the implementing zoning by-law be enacted without further notice.

Mr. Karumanchery advised the subject of the Public Meeting this date was to consider an application submitted by 1473092 Ontario Ltd. (Metrus Developments) for a proposed plan of subdivision and implementing zoning by-law amendments in the Upper Cornell Community (SU 01 11832 (Phase 3 - 19TM-01015) and ZA 08 123717.

 

The Committee Clerk advised that 395 notices were mailed on December 22, 2008, and a Public Meeting sign was posted on December 7, 2008.  No written submissions were received regarding this proposal.

 

Staff gave a presentation regarding the proposal, the location, outstanding issues and next steps.

 

There were no comments from the audience with respect to this application.
