HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed mixed use development at 9900 Highway 48 subject to the heritage building historically known as the William Clarry House being retained on its original site as proposed;

 

THAT the transformer be relocated to another location away from the William Clarry House, to create a more sympathetic environment for the heritage building and allow for its future expansion, if required;

 

THAT prior to execution of the future site plan agreement, the owner should undertake the following:

            a)   finalize a restoration plan for the exterior of the William Clarry House which will be included in the site plan agreement;

            b)   provision of a legal survey of the location of the Heritage Building to facilitate the registration of the designation by-law and easement agreements;

            c)   entering into a Heritage Easement Agreement with the Town for the heritage house as a condition of Site Plan Approval;

 

THAT the future Site Plan Agreement include the following heritage requirements:

 

·        Provision of a Letter of Credit for the Heritage Building;

·        Provision for proper boarding and protection of the Heritage Building through fencing and signage;

·        Provision to maintain the Heritage Building in good and sound conditions at all times prior to and during the development of the property;

·        Provision of a marketing plan, to the satisfaction of the Commissioner of Development Services, within six months of site plan approval to detail the ways and means the Heritage Building will be marketed to prospective purchasers;

·        Provision of a restoration plan (including detailed specification for the required work, prepared by a qualified heritage architect) for the Heritage Building and plans for any additions and alterations, and to complete the exterior restoration of the Heritage House, connection of all municipal services to the allocated lot (water, gas, hydro, cable, telephone etc.) and ensure basic standards of occupancy as confirmed by Building Standards Department within two years of site plan approval;

·        Provision for any signage on the building to be externally illuminated (no internally illuminated signage);

·        Provision for an interpretative baked enamel plaque to be designed according to the specifications of the "Markham Remembered" program to address the William Clarry House;

 

AND THAT the finalization of the restoration plan for the William Clarry House and any others details involving this application be delegated to Heritage Section staff.

11.       REQUEST FOR FEEDBACK
            UNIONVILLE BRIDGE REPAIRS (16.11)

The Manger of Heritage Planning explained that this matter had been deferred from a previous meeting, due to the Committee’s concerns with the aesthetics of the proposed bridge repairs. Staff have been working with the Engineering Department and revisions have been made to the design.

 

Hossein Sharif, Senior Project Engineer, Asset Management Department, was in attendance to discuss the proposed improvements that will address safety requirements. He displayed photographs of the John Street bridge for comparative purposes, and illustrations for the proposed guiderail, which will now be flush with the stone work at the front of the bridge.

 

The Committee expressed appreciation for the efforts of staff and indicated satisfaction with the revised design.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the information regarding the proposed repairs to the Main Street bridge (north of Carlton Road) and the Carlton Road bridge (east of Main Street) be received;

THAT although Heritage Markham finds the proposed guard rail installation and modifications to the stone-faced bridge parapet not aesthetically appropriate in the context of the Unionville Heritage Conservation District and would have preferred a less obtrusive solution, the committee does understand the underlying need to improve the two bridges from a safety perspective;

 

THAT Heritage Markham recommends that the area in which the guard rail overlaps the bridge wall, continue to be clad in the stone (to the extent possible), as opposed to bare concrete;

 

AND THAT Asset Management inform the following local community groups about the proposed work prior to it being undertaken:

  • Unionville Villagers Association
  • Unionville Ratepayers Association
  • Unionville BIA.

12.       UPDATE FOR HERITAGE MARKHAM
HERITAGE SECTION WORK PROGRAM FOR 2009
CONSULTANT STUDIES (16.11)

The Manager of Heritage Planning provided an outline of the Heritage section work program for 2009, including the Threatened Heritage Buildings Study, The Buttonville Heritage Conservation District Plan, Markham Village Interpretive Program, and the revised Markham Heritage Estates Landscape Guidelines.

 

The Committee commented on the plantings in Heritage Estates, and requested a copy of the planting guidelines, noting that if goutweed is listed in the guidelines, it should be removed as it is very invasive.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the update on the Heritage Section staff work plan and ongoing projects be received.

14.       HERITAGE DISTRICT NEWS

            Winter, 2009 Edition

The Manager, Heritage Planning, asked for volunteers to deliver the latest newsletter to commercial tenants in the Heritage Conservation Districts. Councillor Burke had previously volunteered to distribute them in Thornhill.

The Senior Heritage Planner provided background on the historic church, built in 1877, and recent changes to the property involving severances through the Committee of Adjustment. Heritage designation was a condition of the severance. The property is now being rezoned for the specific existing uses of each parcel, such as the church, the cemetery, and the manse.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the Zoning Amendment Application for 11248 and 11264 Kennedy Road.

16.       SITE PLAN CONTROL APPLICATION SC 07 133898

The Senior Heritage Planner introduced this matter, advising that the demolition permit for the Heritage building had been issued in error, and the owner has agreed to install an interpretive plaque, which will be formalized in the revised site plan agreement.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends the following condition be included in the Site Plan Agreement for the Cotton Lane Estates development at 158, 168 and 178 Old Kennedy Road:

 

The Owner shall provide and install, at its cost, an interpretive baked enamel plaque for the demolished heritage building, in a publicly visible location on the property (Old Kennedy Road frontage).  The plaque is to be designed and manufactured according to the specifications of the “Markham Remembered” program, and is to outline the history of the house and its community context.  Details of the plaque and the location of the plaque are to be submitted for review and approval of the Town (Heritage Section) prior to manufacture and installation.  The plaque is to be mounted on a decorative wall faced with brick salvaged by the owner from the demolished house at 158 Old Kennedy Road, and this feature is to be shown on the Landscape Plan, along with construction details and specifications.

 

AND THAT the Owner provide a $5,000 Letter of Credit to ensure completion of this requirement.

17.       REQUEST FOR FEEDBACK

            PROPOSED NEW HOUSE

            THORNHILL HERITAGE CONSERVATION DISTRICT

The Heritage Planner reviewed the previous consideration of this proposal, and the Committee’s concerns regarding flankage compliance, the streetscape plan, and Arts and Crafts style. Revised drawings were displayed, and staff advised that they support the non-compliance of the flankage, as it is an improvement over the existing setback, and safety is no longer an issue as the driveway will front on John Street instead of Deanbank Drive. Lots of work has gone into this proposal so far and that design details have yet to be finalized. A Site Plan application will be coming back to the Committee for approval.

 

Victor Guitberg, Architect, discussed the changes to the proposal, and displayed preliminary streetscape drawings. Mr. Guitberg stated that the owner had indicated he had met with the neighbours, as had been requested by the Committee.

 

Committee expressed concern for tree preservation and the amount of pavement in the proposed driveway, and suggested the owner reconsider the driveway orientation. The Committee suggested that the house design is too modern, and is not true “Arts and Crafts” style.  It was suggested that an alternate to the stone front be considered. Staff cautioned against a stucco finish, as it is very difficult to replicate.

 

The Committee indicated general support, in consideration of the ongoing work with staff on design details.

                

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham generally supports the preliminary drawings received on February 6, 2009 which were submitted for feedback purposes for the proposed new dwelling at 100 John Street, including:

·                                            the form

·                                            the Arts and Crafts architectural style

·                                            the flankage yard setback;

 

THAT Heritage Markham does not support the cladding of the ground floor walls of the proposed house at 100 John St, with artificial or natural stone as per the guidelines for new construction contained in the Thornhill Heritage Conservation District Plan;

 

AND THAT Heritage Markham only supports the use of artificial or natural stone as a foundation treatment at 100 John St.

The Heritage Planner displayed photos of the detached garage at 48 Albert Street and advised that the identified construction date of c.1853 is not likely accurate, therefore staff have no objections to its demolition, as it appears to date from the mid 20th century.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed demolition of the existing one storey detached garage located at 48 Albert Street subject to the owner applying for and obtaining a demolition permit.
