RECOMMENDATION:
- That the staff report entitled “Recommendation Report: Powerstream Inc. Application for site
plan approval for a proposed transformer station, West side of Rodick
road, north of Highway 407 (SC 08 130837),” be received.
- That the site plan application be endorsed in principle,
subject to the conditions outlined in Appendix ‘A’.
- That site plan approval be delegated to the Director of
Planning or her designate, to be issued following the satisfaction of the
conditions outlined in Appendix ‘A’.
Site plan approval is issued only when the director or her
designate has signed the site plan.
- That Staff be authorized and directed to do all things
necessary to give effect to this resolution.

PURPOSE:
The purpose of
this report is to recommend that Committee endorse site plan approval for Powerstream’s
proposed transformer station at Rodick
Road and Highway 407, and delegate final approval
to staff.
BACKGROUND:
Subject Property and Area Context (Figures 1 and 3)
The vacant 0.8
hectare (2 acre) site is located on the west side of Rodick Road immediately north of the
Highway 407 overpass. To the north is
East Beaver Creek and a vacant industrial property which is proposed to be
developed for a self-storage warehouse (Zoom Zoom). To the west are vacant
lands which are proposed to be developed with a Powerstream warehouse and
service facility. To the east across Rodick
Road is a stormwater management pond. To the east of the stormwater management pond
is Hydro One’s north-south high voltage transmission corridor. To the south
across Highway 407 is Hydro One’s main east-west high voltage transmission
corridor.
Official Plan and Zoning
The site is
designated “Industrial – General Industrial Area” in the Official Plan. The proposed transformer station is permitted
in this designation.
The site is zoned
“Hold – Industrial” [(H)M] by the By-law 165-80, as amended. (Figure 2)
The proposed transformer station is permitted by the zoning by-law as a
public use. The holding provision is not required to be lifted for a public
use.
Applicant proposing a transformer station
The proposed transformer
station comprises two buildings and associated exterior equipment as shown on
Figure 4, attached. The larger building
will accommodate the transformers. The smaller building will accommodate the switchgear
and the control facilities. The
buildings will be faced with white vertical ribbed architectural block. (Figure
5)
The transformer
station site adjoins Powerstream’s proposed operations centre.
(Figure 6) Vehicular access to the transformer station
will be from Addiscott Court
through the operations centre parking lot. An access easement is being provided
as a condition of the severance creating the parcel.
The facility will
be surrounded by extensive landscaped areas (Figure 7) and a chain link
security fence.
Overhead
transmission lines will connect the facility to Hydro One’s north-south high
voltage transmission corridor on the east side of Rodick Road.
History
On June 24, 2008, Powerstream
presented plans for the transformer station to Development Services
Committee. Committee suggested that they
would like to see the overall plan for the transformation station and the adjoining
operations centre.
On July 16, 2008, the
Committee of Adjustment approved consent application B/13/08 to sever the
transformer station site from the Powerstream operations centre site. Powerstream will own the transformer station
site and have a long term lease on the operations centre site. As a condition of approval of the severance
the valley and environmental buffer lands are being dedicated to the Town.
On August 21, 2008, the site
plan application for Powerstream’s operations centre was submitted to the Town.
In a letter dated
November 11, 2008,
Powerstream’s engineering consultant SNC Lavalin advised the Town that the required
Class Environmental Assessment study for the transformer station has been
completed and filed with the Ministry of the Environment. No “bump up” requests were received and the
EA process is therefore considered to be successfully completed, allowing the
project to proceed to construction.
On December 3, 2008 the site
plan application for the transformer station was submitted to the Town.
On December 9, 2008, to avoid
unduly delaying the approval of the operations centre, staff reported to
Development Services Committee on the operations centre.
OPTIONS/ DISCUSSION:
The plans for the
proposed transformer station are generally acceptable subject to the following:
- adequate screen planting along the Highway 407 frontage.
- implementation of the tree preservation measures recommended in
the arborist report submitted by the applicant to ensure that the two
mature bur oak trees within the abjoining valleyland are protected.
Staff recommend
that Committee endorse the application, in principle, subject to the conditions
outlined in Appendix ‘A’ to this report.

project plans were circulated to other Town departments, the TRCA and MTO. The
applicant will be required to obtain permits from TRCA and MTO.

APPENDIX ‘A’ – Conditions of Site Plan
Approval - Powerstream Transformer
Station
That Powerstream Inc. provide an undertaking
to the Town, agreeing to the following:
- to construct the facility in accordance with site plan,
building elevation and engineering drawings approved by the Town (Director
of Planning or designate).
- to implement the recommendations of the arborist report
prepared by Strybos Barron King Landscape Architecture, dated November 19,
2008, to the satisfaction of the Town (Town Architect or designate).
- to landscape the site in accordance with landscape plans
approved by the Town (Town Architect or designate). The landscaping shall include intensive
plantings along the south property line to screen the facility from
Highway 407.
- to pay to the Town all applicable fees, recoveries, development
charges and cash-in-lieu of parkland dedication.
- to post a letter of credit to secure completion of the project
in accordance with the plans approved by the Town.
- to obtain all required approvals from TRCA and MTO.
