Milne Dam Conservation Area

Multi-use Pathway

Terms of Reference

 

Mandate:

i)        Establish criteria/principles for the evaluation of the pathway options in the Milne Dam Conservation area

ii)       Explore and review pathway alignment options in the Milne Dam Conservation Area using the pathway criteria/principles.

iii)     Review phasing options based on available funding

iv)     Provide a recommendation to Markham Development Services Committee by June 16, 2009 of a preferred alignment and phasing plan for the multi use pathway from McCowan Road to Main Street Markham.

v)      Subject to Council approval of a preferred option, review and comment on the mitigation program and TRCA/MOE conditions, including but not limited to:

  • screening and privacy for residents
  • environmental issues including wildlife preservation
  • overflow parking on residential streets
  • litter control
  • security issues
  • preventative measures for cars and other vehicles from traveling on the pathway
  • controlling dogs running free in environmentally sensitive areas
  • other conditions as recommended by the working group and approved by Council

 

Composition:

The Working Group shall be comprised of the following Members of Council, residents and other concerned stakeholders:

  • Three residents from the Milne Dam Conservation Area
    • Tupper Wheatley
    • Rueben Tang
    • Myra Chepak
  • Three residents representing the broader community
    • Al Pickard – Ward 7 resident
    • Philip Ling – Chair, Markham Environmental Advisory Committee
    • Glenn Baron – Ward 3 resident
  • Members of Council as desired
    • Ward 4 Councillor, Carolina Moretti
    • 2 as approved by Council
  • One member from the Cycling and Pedestrian Advisory Committee (CPAC) – to be finalized
  • TRCA representative(s)
  • Town staff as required
  • Town consultants as required

Consensus

It is the objective that the Working Group reach consensus on a preferred alignment that will be submitted to Committee/Council.
