SUBJECT:                          Proposed Parking Prohibition on Legacy Drive and Rouge Bank Drive

RECOMMENDATION:

That the report entitled “Proposed Parking Prohibition on Legacy Drive and Rouge Bank Drive” dated March 24, 2009, be received;

 

And that Schedule “C” of Traffic By-law 2005-188, be amended by including the west side of Legacy Drive, between Rouge Bank Drive and Russell Jarvis Drive;

 

And that Schedule “C” of Traffic By-law 2005-188, be amended by including the south side of Rouge Bank Drive, between Legacy Drive and Cottontail Avenue;

 

And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Operations Department account # 83-5399-8402-005;

 

And that the Operations Department be directed to maintain the signs at the subject locations;

 

And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

 

PURPOSE:

This report recommends a parking prohibition on the west side of Legacy Drive, between Rouge Bank Drive and Russell Jarvis Drive, and on the south side of Rouge Bank Drive, between Legacy Drive and Cottontail Avenue.

 

BACKGROUND:

Need to address parking concerns on Legacy Drive and on Rouge Bank Drive

The Operations Department received a petition from the Legacy Community Ratepayers Association with 38 signatures (24 signatures from Legacy Drive and 14 signatures from Rouge Bank Drive).  The petition is claiming that users of the baseball fields at Legacy Park are parking on both sides of Legacy Drive and Rouge Bank Drive, thereby restricting two-way traffic flow.

 

 

 

Legacy Drive

Legacy Drive is located northwest of the intersection of Box Grove By-pass and 14th Avenue and provides access to the Legacy community from 14th Avenue.  The road is 8.5 metres wide and has an average of 727 vehicles per day.  Both Legacy Public School and Legacy Park are located adjacent to Legacy Drive.

 

Rouge Bank Drive

Rouge Bank Drive is located northwest of the intersection of Box Grove By-pass and 14th Avenue and provides access to the Legacy community from Box Grove By-pass.  The road is 8.5 metres wide and has an average of 1,934 vehicles per day.  Both Legacy Public School and Legacy Park are located adjacent to Rouge Bank Drive.

 

DISCUSSION:

Parking Study Results

In response to resident concerns regarding vehicular parking on both sides of Legacy Drive and Rouge Bank Drive, Traffic Operations staff reviewed the parking conditions on the subject streets during weekdays and weekends when baseball games were being held at Legacy Park.   It was confirmed that on-street parking activity was occurring on a frequent basis on both sides of Legacy Drive and Rouge Bank Drive, creating traffic safety concerns.

 

Recommendation to Prohibit Parking

Given the petition submitted by the Legacy Community Ratepayers Association and the results of the parking study, Traffic Operations staff recommend implementing a parking prohibition on the west side of Legacy Drive, between Rouge Bank Drive and Russell Jarvis Drive and on the south side of Rouge Bank Drive, between Legacy Drive and Cottontail Avenue.  By implementing these prohibitions, parking will be limited to one side of the street only, thereby allowing two-way flow of traffic to operate effectively. 

 

Vehicles will continue to be accommodated on the east side of Legacy Drive and the north side of Rouge Bank Drive.  Also, the parking lot at Legacy Public School can be utilized, as the school is not open during periods when the baseball fields are typically in use. The proposed parking restrictions will not negatively impact the operation of the park.

 

 

FINANCIAL CONSIDERATIONS:

The cost of materials and installation of the proposed parking restriction signs has been included in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department operating budgets.
