RECOMMENDATION:
That the report entitled “Proposed All Way Stop Control at (1) Castan Avenue and Avoca Drive, (2) Times Avenue
and Galleria Parkway and (3) The Bridle Walk and Madison Heights Boulevard” dated February 13, 2009, be received;
And that Schedule 12 of By-law 106-71 for all-way stop control be
amended to include the intersections of (1) Castan Avenue and
And that the

Regional Police be requested to enforce the all-way stop control upon
installation of these signs and passing of the By-law;
And that staff be
authorized and directed to do all things necessary to give effect to this
resolution.

This report seeks Council’s approval for implementing all-way stop control at the following intersections:
(1) Castan Avenue and Avoca Drive
(2) Times Avenue and Galleria Parkway
(3) The Bridle Walk and Madison Heights Boulevard
Traffic
The intersection of Castan Avenue and Avoca Drive is located in a residential area south of Highway 7 and east of Kennedy
Road. Castan Avenue runs in an
east-west direction while Avoca Drive runs in a north-south direction. There is a school and park located to the
south of the intersection. See “Attachment A” for details.
The
intersection of Times Avenue and Galleria Parkway is located in a residential
area south of Highway 7 and west of Leslie Street. Times Avenue runs in a
north-south direction while
The intersection of The Bridle Walk and Madison
Heights Boulevard is located in Berczy Village, east of Kennedy Road and south
of Bur Oak Avenue. The Bridle Walk runs in a north-south direction while Madison
Heights Boulevard runs in an east-west direction. See “Attachment C” for
details.
To implement all-way stop control at an intersection, the necessary warrants must be met as outlined by the Ontario Ministry of Transportation. The warrants consider the total vehicular volume and the volume distribution during the busiest one-hour period of the day.

All-way stop control
is warranted when both Warrants 1 and 2 are satisfied. As shown above, Warrants 1 and 2 are
satisfied at all three intersections. Therefore, Traffic
It is expected that the proposed all-way
stop control will improve traffic operational safety and efficiency at the
above intersections by providing appropriate right-of-way to drivers when
negotiating through the subject intersections.
