SUBJECT:                          Thornhill Summit Drive Parking Prohibition

RECOMMENDATION:

That the report entitled “Thornhill Summit Drive Parking Prohibition” dated February 13, 2009, be received;

 

And that Schedule ‘C’ of Traffic By-law 2005-188 be amended to prohibit parking on the south side of Thornhill Summit Drive, from Yonge Street to a point 75 metres east thereof, as outlined in this report;

 

And that Schedule ‘C’ of Traffic By-law 2005-188 be amended to prohibit parking on the south side of Thornhill Summit Drive, from a point 75 metres east of Yonge Street to a point 170 metres east of Yonge Street, as outlined in this report;

 

And that Schedule ‘C’ of Traffic By-law 2005-188 be amended to rescind prohibited parking on the outside circle of Thornhill Summit Drive, from King’s Hwy. 11 (Yonge St.) to a point 170 metres east of King’s Hwy. 11 (Yonge St.), as outlined in this report;

 

And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Engineering Department capital account # 83-5399-8402-005;

 

And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends a parking prohibition on the south side of Thornhill Summit Drive, from Yonge Street to a point 75 metres east thereof, to address ongoing vehicular safety concerns.

 

BACKGROUND:

Need to address parking concerns on Thornhill Summit Drive

A resident of Thornhill Summit Drive contacted Traffic Operations staff with concerns about the frequent on-street parking occurring on Thornhill Summit Drive, just east of Yonge Street.  There are concerns that the parking activity is narrowing the roadway, compromising two-way traffic flow and the free movement of vehicles in the westbound left-turn lane at the intersection (see Attachment A).

 

Thornhill Summit Drive is a local roadway, approximately 210 metres in length, ending in a cul-de-sac.  Immediately to the east of Yonge Street, Thornhill Summit Drive has a pavement width of 11.0 metres.  This width accommodates one eastbound lane, one westbound left-turn lane, and one shared westbound through/right-turn lane.  Parking is currently prohibited anytime on the north side of Thornhill Summit Drive and also on the south side, between 12:00am and 7:00am. 

 

DISCUSSION:

Traffic Operations staff have confirmed that the parking activity at the subject location is creating an operational safety concern.  It has been determined that patrons of the adjacent properties are generating the on-street parking activity.

 

Recommendation to Prohibit Parking

By prohibiting parking on Thornhill Summit Drive, from Yonge Street to a point 75 metres east thereof, drivers will be given sufficient space to safely and efficiently access and egress Thornhill Summit Drive at Yonge Street.  If the prohibition is implemented, accommodation for approximately 10 parked vehicles will be displaced.  However, they can be easily accommodated elsewhere on Thornhill Summit Drive.

 

On January 21, 2009, notice letters were sent to the properties adjacent to the proposed parking prohibition.  As of this report, Traffic Operations staff has not received any concerns from those properties regarding the recommendation.

 

FINANCIAL CONSIDERATIONS:

The cost of materials to install the signs is included for in the Engineering Department capital account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.

This report aligns with the community safety component of transportation/transit strategic priority.
