SUBJECT:                          Cedar Forest Court Overnight Permitted Parking Removal

RECOMMENDATION:

1) That the report entitled “Cedar Forest Court Overnight Permitted Parking Removal”, be received;

 

2) And that Schedule “B” of Parking By-law 2005-188 be amended to rescind overnight permitted parking on Cedar Forest Court, in its entirety;

 

3) And that the Operations Department be directed to remove the appropriate signs at the subject locations to be funded through the Operations Department account # 83-5399-8402-005;

 

4) And that the Parking Control Department be directed to enforce the overnight parking prohibition between the hours of 2:30am and 6:00am, upon removal of the signs;

 

5) And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends the removal of permitted overnight parking on Cedar Forest Court, in response to a petition received by the residents.

 

BACKGROUND:

Residents request removal of permitted overnight parking on Cedar Forest Court

Cedar Forest Court is a local roadway in Thornhill, and is approximately 100 metres in length, ending in a cul-de-sac (see Attachment A).  Cedar Forest Court has a pavement width of 8.0 metres with permitted overnight parking in its entirety.

 

The Town had received a petition in 1989 from over two-thirds of households on Cedar Forest Court, requesting permitted overnight parking.  Council subsequently approved the permitted overnight parking on November 28, 1989.

 

In March 2009, the Town received a petition from over two-thirds of the households on Cedar Forest Court, requesting that the current permitted overnight parking be removed (see Attachment B).

 

 

 

 

 

DISCUSSION:

Because of changing community demographics, the residents claim that this by-law is no longer necessary and should be removed from Cedar Forest Court. Town Staff support this request, as snow clearing and road sweeping services can be done more effectively. Therefore, Town Staff recommend that permitted overnight parking on Cedar Forest Court be rescinded.

 

FINANCIAL CONSIDERATIONS:

The cost to remove the signs is included for in the Operations Department account # 83-5399-8402-005.
