SUBJECT: Rodick Road & Lazenby Court Parking Prohibition

RECOMMENDATION:
1) That
the report entitled Rodick Road & Lazenby Court Parking Prohibition, be received;
2) And that Schedule C of Traffic By-law 2005-188
be amended to prohibit parking on the west side of Rodick Road, from 16th
Avenue to the north property line of #2138 Rodick Road;
3) And
that Schedule C of Traffic By-law 2005-188 be amended to prohibit parking on
the east side of Rodick Road, from the south property line of #2133 Rodick Road
to the north property line of #2137 Rodick Road;
4) And that Schedule C of Traffic By-law 2005-188
be amended to prohibit parking on the east side of Lazenby Court, from Rodick
Road to the north property line of #3 Lazenby Court;
5) And that the

This report recommends a parking prohibition on Rodick Road and Lazenby Court, in the vicinity of Blessed Agnes Tsao Kouying Catholic Church, to address ongoing traffic safety concerns (see Attachment A).
Need to address
parking concerns on Rodick Road
Traffic Operations staff have received concerns from the community that parking activity on Rodick Road, in front of Blessed Agnes Tsao Kouying Catholic Church, is creating traffic safety concerns. Rodick Road is a 4-lane collector road, with an average daily traffic volume of 6300 vehicles. The location of the church on Rodick Road is at a reverse curve, just north of 16th Avenue.
Need to address
parking concerns on Lazenby Court
A resident of Lazenby Court contacted Town staff with concerns about the frequent on-street parking occurring on Lazenby Court. There are concerns that the parking activity generated by Blessed Agnes Tsao Kouying Catholic Church is narrowing the roadway, compromising two-way traffic flow. Lazenby Court is a local roadway, approximately 160 metres in length, ending in a cul-de-sac. The road is approximately 8.5 metres wide, which can accommodate two-way traffic and parking only on one side of the street.
DISCUSSION:
Traffic Operations staff have
confirmed that the parking activity on Rodick Road and Lazenby Court is being
generated by Blessed Agnes
Tsao Kouying Catholic Church. In
addition to Sundays, mass is scheduled throughout the week at various times,
making on-street parking an ongoing concern.
Recommendation to Prohibit Parking on Rodick Road
Traffic Operations staff have confirmed that the parking activity on Rodick Road is occurring along the reverse curve in front of the Church. The parking is compromising sightline visibility of drivers exiting the Churchs parking lot and also Lazenby Court. This problem is exacerbated as a result of the curvature of the road. By prohibiting parking on the west side of Rodick Road in front of the Church and also on the east side of Rodick Road adjacent to the Lazenby Court intersection, drivers will be given sufficient visibility to safely enter Rodick Road. Vehicles displaced as a result of the prohibition can be accommodated to the north on Rodick Road, where the road alignment is better suited for on-street parking.
Recommendation to Prohibit Parking on Lazenby Court
Traffic Operations staff have also
confirmed that parking activity on Lazenby Court is occurring on both sides,
immediately north of Rodick Road. This
has effectively narrowed the road to one lane, restricting two-way traffic. By prohibiting parking on the east side of
Lazenby Court, from Rodick to a point 60 metres north, two-way traffic will be
maintained and will also allow the safe passage of emergency services vehicles
near the intersection.
Affected residents have been notified
On April 17, 2009, notice letters were sent to the church and residential properties adjacent to the proposed parking prohibition. As of this report, Traffic Operations staff has not received any concerns from those properties regarding the proposed parking prohibition.
The cost of materials to install the signs is included for in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.
