RECOMMENDATION:
1) That
the report entitled “Bentley Street at Amber Street Parking Prohibition”, be received;
2) And that Schedule “C” of Traffic By-law 2005-188
be amended to prohibit parking on both sides of Bentley Street, from a point 40
metres west of Amber Street to a point 40 metres east of Amber Street;
3) And that Schedule “C” of Traffic By-law 2005-188
be amended to prohibit parking on both sides of Amber Street, from Bentley
Street to a point 40 metres south thereof;
4) And
that the
5) And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;
6) And that staff be authorized and directed to do all things necessary to give effect to this resolution.
This report recommends a parking prohibition at the intersection of Bentley Street and Amber Street, to address ongoing traffic safety concerns (see Attachment A).
Need to address
parking concerns at Bentley and Amber streets
Traffic Operations staff have received concerns from several
businesses on Bentley Street and Amber Street about on-street parking creating safety
and operational issues at the intersection of Bentley Street and Amber Street. Specifically,
large trucks are unable to safely maneuver around the curve or at the
intersection when cars are parked at the intersection. Both
Traffic Operations staff have confirmed that the parking activity at the intersection is creating an operational problem at the intersection. The parking activity is being generated by the employees of Nexicore Services Canada, located at 380 Bentley Street.
Mitigating Measures have been implemented with modest results
In January 2009, Traffic Operations staff contacted Nexicore’s Director of Operations, offering our assistance in providing him with helpful tools and suggestions helping him reduce the number of vehicles parked on the street. As of this report, he has implemented the following measures:
These efforts have helped reduced some of the on-street parking along the length Bentley Street and Amber Street. However, the intersection of the two streets is routinely choked by parked vehicles, making it very difficult for truck traffic to negotiate the curve or make turns at the intersection.
Recommendation to prohibit parking at the Bentley/Amber Street

By prohibiting parking at the
intersection approaches, visibility will be improved, two-way traffic will be

The cost of materials to install the signs is included for in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.
