The
The purpose of an all-way stop control is to assign the right-of-way at intersection where all approaches have similar traffic volume demand and operating characteristics. To implement all-way stop control at an intersection, the necessary warrants must be met as outlined by the Ontario Ministry of Transportation. The warrants consider the total vehicular volume and the volume distribution during the busiest one-hour period of the day.

All-way stop control
is warranted when both Warrants 1
and 2 are satisfied. As shown above,
Warrant 2 is not satisfied at the above noted intersections. Therefore, staff would
not normally recommend the implementation of an all-way stop control at the two
intersections of
Provincial
regulations clearly indicate that an all-way stop control should not be used as
a device to control vehicle speeds. Where unwarranted stop signs are installed,
there is a high frequency of intentional violation. When vehicles do stop, any benefits in speed
reduction are found only in the immediate vicinity of the stop sign and speeds between intersections usually increase
as drivers attempt to make up for lost time.
