SUBJECT:                          Proposed All Way Stop Control at the intersections of Carlton Road and McKay Crescent.

RECOMMENDATION:

1.         That the report entitled “Proposed All Way Stop Control at the intersections of Carlton Road and McKay Crescentdated June 16, 2009, be received;

 

2.                  And that Schedule 12 of By-law 106-71 for all-way stop control be amended to include the intersection of Carlton Road and McKay Crescent (east leg).

 

3.         And that the Operations Department be directed to install the appropriate signs, pavement markings, curb cuts and new concrete sidewalk link at the subject location and funded through the Operations Department capital account # 83-5399-8402-005;

 

4.         And that the Operations Department be directed to maintain the signs and pavement markings at the subject locations;

 

5.         And that York Regional Police be requested to enforce the all-way stop control upon installation of these signs and passing of the By-law;

 

6.        And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report responds to Carlton Road/Village Parkway Working Group request for an all-way stop control at the two intersections of Carlton Road and McKay Crescent.

                                                                                                   

BACKGROUND:

The Carlton Road and Village Parkway Traffic Calming Working Group have requested all-way stop control at the two intersections of Carlton Road and McKay Crescent to address speeding and pedestrian safety in the area. The intersections of Carlton Road and McKay Crescent are in a residential collector road, running in an east-west direction as shown in attachment A.  McKay Crescent is located on the south side of Carlton Road, across from Toogood Pond Park.

 

 

DISCUSSION:

The purpose of an all-way stop control is to assign the right-of-way at intersection where all approaches have similar traffic volume demand and operating characteristics.  To implement all-way stop control at an intersection, the necessary warrants must be met as outlined by the Ontario Ministry of Transportation.  The warrants consider the total vehicular volume and the volume distribution during the busiest one-hour period of the day.

 

All-way stop control at the intersection is not technically warranted

In response to the request for an all-way stop control at the subject intersections, Traffic Operations staff conducted an all-way stop warrant analysis between 8 A.M. and 9 A.M., which is the busiest hour of the day. The warrant analysis and results for the intersection is shown below.

All-way stop control is warranted when both Warrants 1 and 2 are satisfied.  As shown above, Warrant 2 is not satisfied at the above noted intersections. Therefore, staff would not normally recommend the implementation of an all-way stop control at the two intersections of Carlton Road and McKay Crescent based on the warrants analysis.

 

Provincial regulations clearly indicate that an all-way stop control should not be used as a device to control vehicle speeds.  Where unwarranted stop signs are installed, there is a high frequency of intentional violation.  When vehicles do stop, any benefits in speed reduction are found only in the immediate vicinity of the stop sign and speeds between intersections usually increase as drivers attempt to make up for lost time.  

 

McKay Crescent (east leg)-Stop sign

Although, the necessary warrants are not met at both legs of McKay Crescent, all-way stop control should be considered at the intersection of Carlton Road and McKay Crescent (east leg) to facilitate pedestrians crossing to and from the park safely.  The closest controlled pedestrian crossing location is at Pomander Road, approximately 310 meters to east. Therefore, a stop control at McKay Crescent (east leg) will facilitate a safe pedestrian crossing location. Concerns about sightline visibility were raised by the working group members and staffs have conducted a sightline visibility study. Based on our study results, the minimum stopping sight distance of 45 meters has been met at this location.

 

   

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement the signs, curb cuts, new concrete sidewalk link and pavement markings are included in the Operations Department capital account #83-5399-8402-005.  On-going maintenance costs for this installation will be included in future Operations Department budgets.
