The fifth meeting of the Main Street Markham Committee meeting in 2009 convened at 5:50 pm with Councillor Carolina Moretti in the Chair.

 

 

1.         ADOPTION OF THE MINUTES OF THE FOURTH MEETING OF THE

            MAIN STREET MARKHAM COMMITTEE IN 2009

 

            THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

 

That the Minutes of the Main Street Markham Committee meeting held on

April 15, 2009, be adopted, as amended.

2.         LINEAR PATHWAYS, MILNE PARK

This item was deferred to the next meeting.

 

 

 

 

 

3.         58 – 76 MAIN STREET NORTH

 

David Black of Monopoly Commercial Realty, and Morris and Jeffrey Kansun of Sierra Building Group, made a presentation of the latest drawings for the development of 58 – 76 Main Street. Initial drawings of the proposal for mixed   residential/commercial use had been presented several months ago, and recommendation had been made by the Committee at that time.

 

Street elevation view drawings and floor plans were displayed, and the design details were reviewed. There will be a total of 156 residential units, and 15,000 ft2 of retail space, with LEED Silver Certification.

 

Discussions included the step-back design for the upper floors, the 22-foot wide passage way from the street to the courtyard that could accommodate café or restaurant use, servicing access along the rear via Dublin Street, and parking issues.

 

The presenters advised that architectural details will be adjusted as discussed, and that the building will be constructed true to the renderings approved. The Committee supported the proposal as being consistent with the Main Street Markham Vision, and suggested ways to promote the development to ensure its success. It was noted that the design of the development on Main Street Markham should be “unique” to Markham Village and not be a design used elsewhere in the GTA.

 

THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

 

That the conceptual plans presented for 58 - 76 Main Street North Markham be strongly endorsed.

4.         UPDATES:

 

            a)         Interpretation Sub-Committee

 

There was nothing to report on this matter.

 

 

b)         Environmental Assessment – Main Street Markham        

 

The Chair advised that changes in staff and consultants have made it difficult for the Environmental Assessment Sub-Committee to meet. A meeting is being organized and an update will be provided at the next MSM meeting. 

c)                  Incoming Planning Applications

 

There were no new planning applications to present.

 

 

d)                  Public Washrooms

 

Phil Howes reported on the decision of Council with respect to the public washrooms on Main Street Markham and Main Street Unionville. Unionville has been approved for a tourist-information-washroom structure, and consideration must be given to whether the same proposal is appropriate for Main Street Markham.

 

Assistance is needed to support Main Street’s position and to determine if a welcome centre is feasible. It was also noted that support is needed to save the Goodwill Recycling Trailer, or move it to Main Street Markham. The Committee discussed using an e-mail network to involve people and groups who can help.

 

 

            e)         Power Lights

 

Phil Howes advised that the issue of responsibility has been resolved, and he is providing a list of the lights that need repair to Morgan Jones for action.

 

 

            f)          Heritage Conservation Signs

 

The Committee was advised that the Heritage Conservation sign at Highway 7 has been replaced, and the sign at the Museum will be done shortly.

 

 

5.         NEW BUSINESS

 

a)         Tannery Pond

           

            Keith Thirgood advised that the bridge at Tannery Pond has been washed out and the ponds have been breached. It was not clear if this is the Region’s responsibility, and Councillor Moretti agreed to look into the matter.

 

b)                  Heritage Canada

 

Staff advised of “Main Street Ontario” a new program of the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) that provides funding downtown revitalization activities that may be of interest to the BIA. Information was provided to Phil Howes, and staff offered to assist with the application process.
