The Markham Centre Sub-Committee convened
at

Richard Kendall, Manager Central District, delivered a PowerPoint presentation providing an update for Markham Centre, Highway 7 Precinct Plan, Times Group application and the Markham Centre Advisory Terms of Reference.
There was discussion regarding the Town’s Highway 7 Precinct Plan and the Times Group own precinct plan study. Staff advised that it is important that the Town continues with their process with respect to the Highway 7 Precinct Plan that will set out specific policies to the Town’s vision. If there are disagreements between the Town’s position and Times’ proposal refining these will have to be addressed as staff reports out on the development applications. Staff indicated that if in future, the Times application ends up at the Ontario Municipal Board, it would be beneficial for the Town to have their policies adopted and in place.
There was discussion about putting the East Precinct Plan study on hold. Staff advised that the consultant, Urban Strategies, has been retained and the study is in process in accordance with Council’s direction and suggested obtaining a Council resolution if the desire is to put it on hold. The Committee discussed the importance of ensuring that representatives from the CSIO Subcommittee be included in the discussions related to the East Precinct Plan. The Committee requested that the representative’s from Urban Strategies, B&H and CSIO Subcommittee attend the next Markham Centre Subcommittee meeting to discuss issues such as:
·Block Patterns
·Road patterns (overpasses or underpasses)
·CSI
·Convention Centre
·Private Lands
·Building Designs
Richard Kendall, distributed a list of the Markham Centre Advisory representatives and the proposed re-distribution of memberships. There was discussion regarding ensuring that committee members are creditable representatives that are well respected in the Community. Staff suggested that they advise them if there are other Ratepayer Associations that are not included in the list and should be added. The Committee requested that staff circulate (by e-mail) the Terms of Reference and current membership list (names and length of term) of the Markham Centre Advisory Group to the Markham Centre Subcommittee members for their review and input.
