SUBJECT:                          Proposed All Way Stop Control at Highglen Avenue and Brando Avenue

RECOMMENDATION:

1.         That the report entitled “Proposed All Way Stop Control at Highglen Avenue and

Brando Avenue” dated April 2, 2009, be received;

 

2.         And that Schedule 12 of By-law 106-71 for all-way stop control be amended to include the intersections of Highglen Avenue and Brando Avenue.

 

3.         And that the Operations Department be directed to install the appropriate signs and pavement markings at the subject locations and funded through the Engineering Department capital account # 83-5399-8402-005;

 

4.         And that the Operations Department be directed to maintain the signs and pavement markings at the subject locations;

 

5.         And that York Regional Police be requested to enforce the all-way stop control upon installation of these signs and passing of the By-law;

 

6.        And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report seeks Council’s approval to implement an all-way stop control at the intersection of Highglen Avenue and Brando Avenue

 

BACKGROUND:

Traffic Operations staff received a request by local residents for an all-way stop control at the intersection of Highglen Avenue and Brando Avenue.

 

The intersection of Highglen Avenue and Brando Avenue is located in a residential area west of Markham Road.  Highglen Avenue runs in an east-west direction while Brando Avenue runs in a north-south direction.  There is a school located on Brando Avenue to the south of the intersection (See Attachment A)  Brando Avenue is currently stop controlled, giving right-of-way to Highglen Avenue.

 

 

 

 

 

DISCUSSION:

To implement an all-way stop control at an intersection, the necessary warrants must be met as outlined by the Ontario Ministry of Transportation.  The warrants consider the total vehicular volume and the volume distribution during the busiest one-hour period of the day.

 

In response to resident requests for all-way stop control at the subject intersections, Traffic Operations staff conducted an all-way stop study between 8 A.M. and 9 A.M, which is the busiest hour of the day. The warrant analysis and results are as follows:

All-way stop control is warranted when both Warrants 1 and 2 are satisfied.  As shown below, Warrants 1 and 2 are satisfied at the subject intersection. Therefore, Traffic Operations staff recommends the implementation of an all-way stop control at the subject intersections.

 

It is expected that the proposed all-way stop control will improve traffic operational safety and efficiency at the above intersection by providing appropriate right-of-way to drivers when negotiating through the subject intersection.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement the signs and pavement markings are included in the Engineering Department capital account # 83-5399-8402-005.  On-going maintenance costs for this installation will be included in future Operations Department budgets.
