2. UPDATES:
a) Interpretation Sub-Committee
The Interpretation Sub-committee has reviewed the draft document, and
reports that it is an outstanding project, with extensive history and research.
The sites involved were described, and the highlights were reviewed for the
Committee. A further report will be presented in the future.
b) Environmental
Assessment –
Peter Ross provided an update, advising that
the review materials had been provided late and some of the road documents were
only available on the internet, so the review was hampered. Peter suggested
that the documents did not adequately capture the project, however, the

Peter Ross provided an
update, advising that the review materials had been provided late and some of
the road documents were only available on the internet, so the review was
hampered. The Sub-committee will continue to have input at the next stages, in
the design details.
Discussions included:
-
concern for the proposal to
replant the decorative conifers
-
treatment of Heritage property
-
the linear park has only been
discussed with Engineering staff, not Heritage or Urban Design – the pedestrian
walkway should be extended into the park
-
the addition/removal of one traffic
lane will impact the park gardens
-
two right-turn lanes going east
on Highway 7 will help with the traffic stacking problem
-
the pathway is three metres wide
-
much of the vision for the 16th
-
a consultant’s technically
preferred solution will be presented, but it is not necessarily staff’s
preference
-
the next PIM will consider the
“preferred” alternative, as well as other
options
-
public comments from the one
Public Information Meeting have not been included in the record
-
Jim Robb and Friends of the
Rouge have provided input, but there has been no representation from
-
the consultants have grasped the
idea, and are very approachable
-
it is important to clarify the
impact statements, and ensure they are understood and mitigated
-
retail and residential/community
approaches are different and appropriate
-
importance of “attractiveness”
to keep the shoppers there and retain the businesses
-
a better term for “bump-outs”
should be used, i.e. “parking bays”
-
the EA is for the construction
of the road, not for the benefit of shoppers
Peter displayed photographs of the existing
area, to demonstrate that there was a clear disconnect between what was there.
Aerial photos, with superimposed buildings and images, may be used to provide
clarification. Staff will prepare a report on the EA, which will be presented
to Council, followed by a workshop or Public Meeting, then back to Council for
a decision. The need for all groups involved to present a united effort was
emphasised.
c)
Incoming
Planning Applications
Councillor
Webster advised that a community meeting had been held on the Village Shoppes
proposal. A concern had been raised regarding the access through the laneway
for festivals, and the developer has agreed to adjust the footprint two metres
to the south to accommodate them. Permeable pavers will be used to facilitate
vehicles when required. The latest drawings of the proposal will be available
on Councillor Webster’s web site.
The Committee was
advised that the GO Station parking lot is now open.
The proposal at
Emmerson will be 16 stories. The EA and traffic studies have been taken into
account, and although there will be a deliberate parking shortage, it is
purposely done to encourage the use of GO transit.
d)
Public Washrooms
Phil Howes advised that there has been no progress on the info
centre/washroom building in Unionville.
The request will be presented to Council in October, and it would be beneficial
to have delegations in support at the meeting. The Committee agreed to request
Councillor Webster convey the Committee’s strong support for the addition, at
Council.
THE
That Councillor Webster convey to Council, on behalf
of the Main Street Markham Committee, support for the arrangement of a storage addition
to the washroom building as requested by the BIA.

that Jonathon Mingay and his wife had welcomed a new baby boy, and conveyed
their congratulations.
c)
