RECOMMENDATION:

 

1)                  That the report entitled “Preliminary Report, Peoples Christian Academy, 245 Renfrew Drive, Block 4, Plan 65M-2409, South of 16th Avenue, west of Woodbine Avenue, Applications for a zoning by-law amendment and site plan approval to permit a private school and day care within an existing warehouse building, File No.: ZA 09 119448 and SC 09 119478”, dated October 20, 2009 be received;

 

2)                  That Staff be authorized to schedule a statutory Public Meeting to consider the application for a zoning by-law amendment;

 

3)                  And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to provide preliminary information regarding applications for a zoning by-law amendment and site plan approval.   The report also seeks authorization to schedule a statutory Public Meeting with respect to the proposed zoning by-law amendment application.

 

BACKGROUND:

Property and Area Context

The 2.17 ha. (5.36 acre) property is municipally known as 245 Renfrew Drive and is located south of 16th Avenue, west of Woodbine Avenue. There is a vacant one storey 5574 m2 (60,000 ft2) warehouse building with accessory office space on the property.


To the north and south are low rise, light industrial and offices uses.  To the west is the Buttonville Airport.  To the east is the Buttonville Golf and Country Club located within the Rouge River valley. To the southeast is a residential area within the Buttonville Heritage Conservation District Study Area.

 

Proposal

Applications have been submitted for a zoning by-law amendment and site plan approval to permit a private school and day care within an existing warehouse building.  The proposed school is expected to have an enrolment of approximately 800 students, 48 preschoolers and a staff of over 50. Few changes need to be made to the exterior of the building.  Exterior changes include new doors and windows on the side and rear building walls, the raising of a portion of the roof by 2.0 metres (6.56 ft.) and new screened roof top mechanical units.  Interior renovations will be required to accommodate 28 classrooms, a gymnasium, a cafeteria, staff offices and day care facility.  The existing landscaping at the front of the building will be retained.  Outdoor recreation areas are proposed to the rear of the building adjacent to the valley, and a small playground for the day care is proposed adjacent to northwest corner of the building.  The two existing driveway entrances from Renfrew Drive are to remain. The existing onsite parking areas are to be reconfigured and expanded.  A pick-up and drop-off area is proposed at the north side of the building. 

 

Official Plan and Zoning By-law

The Official Plan designates the property Industrial and Business Park Area.  The property is currently zoned Select Industrial and Limited Commercial [MC (60%)]             by By-law 165-80, as amended (Figure 2). 

 

The Business Park Area designation permits a range of uses that includes day care centres and further permits private and commercial schools, subject to the review of a specific development proposal and rezoning.

 

OPTIONS/ DISCUSSION:

 

Potential Benefits of the Proposal

Reuse of a vacant warehouse building to serve the educational needs of the community.

 

Concerns/Issues

Any concerns/issues identified through the circulation and detailed review of the proposal will be addressed in a final staff report to be presented to Committee at a later date.

The proposal is consistent with policies supporting the efficient use of land and infrastructure through the reuse and redevelopment of sites within the urban boundary.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The application has been circulated to various Town departments and external agencies and is currently under review.  Requirements of the Town and external agencies will be reflected in the zoning by-law amendment and in a final report if one is necessary.

 

CONCLUSION:

Staff recommend that a statutory public meeting be held to consider the application for the zoning by-law amendment.
