SUBJECT:                          Caboto Trail & Steele Valley Road Parking Prohibition

RECOMMENDATION:

1)  That the report entitled “Caboto Trail & Steele Valley Road Parking Prohibition”, be received;

 

2)   And that Schedule “C” of Traffic By-law 2005-188 be amended to prohibit parking on the west side of Caboto Trail, from the south property line of # 750 to the north property line of # 760;

 

3)   And that Schedule “C” of Traffic By-law 2005-188 be amended to prohibit parking on the north side of Steele Valley Road, from Bayview Avenue to the west property line of # 45;

 

4)  And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Operations Department account # 83-5399-8402-005;

 

5)   And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

6)   And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends a parking prohibition on both Caboto Trail & Steele Valley Road to address ongoing traffic safety concerns (see Attachments A & B).

 

BACKGROUND:

Need to address parking concerns on Caboto Trail

Traffic Operations staff have received concerns from the community that parking activity on Caboto Trail at the easterly curve is creating traffic safety concerns.  Caboto is a two-lane local road, with an average daily traffic volume of 400 vehicles.  The road is approximately 8.5 metres wide. The subject curve is located between Via Jessica Dr and Kingsley Road.

 

Need to address parking concerns on Steele Valley Road

Traffic Operations staff have also received concerns from the community about the frequent on-street parking occurring on Steele Valley Road.  There are concerns that the parking activity generated by Jaffari Islamic Centre is narrowing the roadway, compromising two-way traffic flow.  Steele Valley Road is a local roadway, with an average daily traffic volume of 877 vehicles.  The road is approximately 8.5 metres wide, which can accommodate two-way traffic and parking on one side of the street only.

 

DISCUSSION:

Recommendation to Prohibit Parking on Caboto Trail

Traffic Operations staff have confirmed that the parking activity on Caboto Trail is occurring along the curve.  The parking is compromising sightline visibility of drivers as they approach the curve. By prohibiting parking on the west side of the curve, drivers will be given sufficient visibility to safely negotiate the curve.  Vehicles displaced as a result of the prohibition can be accommodated elsewhere on Caboto Trail.

 

Recommendation to Prohibit Parking on Steele Valley Road

Traffic Operations staff have also confirmed that parking activity on Steele Valley Road is occurring on both sides.  This has effectively narrowed the road to one lane, restricting two-way traffic.  By prohibiting parking on the north side of Steele Valley Road, from the west property line of # 45 to Bayview Avenue, two-way traffic will be maintained and will also allow the safe passage of emergency services vehicles near the intersection. Vehicles displaced as a result of the prohibition can be accommodated on the south side of Steele Valley Road.

 

Affected residents have been notified

On September 8, 2009, notice letters were sent to the residential properties adjacent to the proposed parking prohibitions.  As of this report, Traffic Operations staff received one concern from a household on Caboto Trail regarding the proposed parking prohibitions. The resident felt that the prohibition was inconvenient for guests. No concerns have been received from households on Steele Valley Road.

 

 

FINANCIAL CONSIDERATIONS:

The cost of materials to install the signs is included for in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.
