RECOMMENDATION:
1) That the report entitled 2009-2010 Ice Allocation Report be received;
2) And that Council approve the revised Ice Allocation Policy (Appendix A note changes have been highlighted);
3) And that Council approves the Ice Allocation Schedule (Appendix B) for the 2009-2010 ice season;
4) And that Staff be authorized and directed to do all things necessary to give effect to this resolution.
The purpose of this report is to revise the Ice Allocation Policy, establish the ice allocation for the 2009-2010 ice season, and to further revise the Special Events listing for the upcoming season.
There are a total of 670 hours of prime time ice to allocate to the organizations in the 2009-2010 ice season. An ice allocation meeting was held in November 2008 and was attended by all organizations. They were asked to submit 2009-2010 ice requirements, regular season start and end dates, tournament and special event dates and their final registration lists. The Ice Allocation Policy and process were reviewed. Staff then met or contacted each organization to confirm their prime time ice requirements and to verify registration lists. Based on registration information, calculations were completed to determine total hours using the Ice Allocation Formulas (Appendix D). In some cases, groups required additional ice to meet their full requirements. These groups were given the opportunity to purchase additional ice time above and beyond their allocation entitlement, at the Resident Rate of $190.00 (GST extra) per hour.
Public Skate sessions were reviewed and confirmed with a total of 34 hours per week allocated. Recreation programs such as Learn to Skate remains the same as the previous year with a total of 36 hours allocated.
The revisions to the Ice Allocation Policy (highlighted areas) include additional flexibility for organizations to choose a choice of contract start dates. This will eliminate problems with cancellations in September; more stringent policies governing the cancellation of ice time are also included. The revisions to the cancellation terms and conditions are intended to reduce the number of hours being returned throughout the ice season and to assist organizations to better plan their ice utilization. Additional policy has been included to clarify duties and responsibilities related to ice management and curfews. Refer to Appendix A for the highlighted areas being amended.
Based on information provided by the organizations, the Special Events Listing (Appendix C) has been confirmed for the 2009-2010 ice season.
Summary reports on ice allocation have been included (Appendix E).
