1.0 Ice Allocation
The
Town of Markham
1.1 Staff will endeavour to complete the
ice allocation process and report submitted to Council by May 15 each year with
final confirmation to be done by June 15th each year.
1.2 Allocated ice time for recognized
Minor Sports Groups will be booked under individual contracts at the
appropriate rates.
1.3 Allocated ice times must be used
solely by the user group identified on the contract and by the designated
category of play, i.e.; Minor, Adult, etc.
Time must not be allocated as minor and used otherwise.
1.4 Non-affiliated minor and/or adult
teams must book the ice times through the Town of
1.5 Transfer or Sublet Prohibited
No person, organization,
association or minor sports groups shall transfer, sublet or permit to be transferred
or sublet, any ice allocation, or part thereof, for value or otherwise. If any person, organization association or
minor sports group transfers or sublets any ice allocation or any part thereof,
or permits such transfer or sublet, their facility rental contract shall be
terminated without notice and the Town shall refund the permit fee on a
prorated basis.
1.6 The facility rental contract is not
effective unless and until the permit fee has been paid in full or post-dated
cheques have been received.
1.7 The
seasonal period covered by ice allocation is either:
i)
First business day following Labour Day in September to April 15th
the following year
or
ii)
First business day following Thanksgiving Day in October to April 15th
the following year. Individual
organizations, groups and associations must submit their choice of contract
terms with their registration lists and overall ice allocation requirements
each year.
1.8 All ice contracted by organizations during
the allocation period is the financial responsibility of the user and that no
ice times shall be returned to the Town, except as indicated by the Tournaments
and Competitive games section of this policy.
1.9 Up to 10% of normal ice allotment
determined under this policy may be designated to weekend mornings or
mid-to-late evenings.
1.10 Ice allocated for recognized minor
sports groups used by this policy must be contracted with various associations
for those periods (Section 1.7) specified in their May 15 allotment. Contracts must include:
a)
Tryout ice
b) Test days, special events
c)
Tournaments, competitions
d)
Regular season schedules to the
conclusion of playoffs for individual teams

1.16 After entitlements have been met any
additional ice will be offered to user groups at the Resident Rate.
2.0 Cancellations
The Town of
2.1 There
will be no cancellations accepted for September ice.
2.2 There
will be no cancellations accepted for October 31, Halloween.
2.3 After
a contract is signed, single or occasional ice use cancellations will be
permitted only if initiated by the contract holder and under the following
conditions:
i) 10 Business days written notice is provided
to the facility CSR Customer Service Representative.
ii) Payment of a $25. cancellation fee per facility per hour affected by the
cancellation request.
The
Town will endeavour to find a buyer for the returned ice, should one not be
found the contract holder is responsible to pay the full cost for all unsold
hours.
2.4 Cancellation
requests will not be accepted for Christmas and March Break. All user groups must identify these dates as
black-out dates in their contract requests should they not intend to use their allocated ice times during those periods. This must be done with their initial
submission.
2.5 Black
Out Dates/Statutory Holidays
Dates
when ice times will not be allocated due to Statutory Holidays, tournaments,
special events, etc. will be confirmed each year during the allocation process.
3.0 Formulas
The following ice allocation
formulas are used to calculate entitlement.

3.1 All hours allocated are fifty (50)
minutes in duration which allows for the ten (10) minutes flood.
4.0 Ice
Rental Procedures
4.1 Minor
Sports Groups
Those recognized groups operated
by volunteers for organized activities for youngsters; i.e. Minor Hockey Associations,
Figure Skating Clubs, Ringette Associations, Speed Skating Clubs, etc. who are residents of the Town of Markham. Only
4.2 Minor use group rates shall apply
only to ice between the designated seasonal periods (Section 1.7) of each
season, applicable only to hours booked by recognized representatives of the
Association and invoiced directly to
that Association.
4.3 Residents
Those persons who pay
residential taxes to the Corporation of the Town of
4.4 The 75% residency rule does not apply
to Minor Use Groups.
4.5 Commercial
Those persons, groups,
associations, corporations, etc., who do not meet the criteria established
for Resident or Minor use.
5.0 General
Ice Management
5.1 In
order to maintain efficient operations and to effectively schedule ice
resurfacing, dressing room Designations, etc. we require user groups to provide
staff at the

safe, functional condition of the ice is the sole responsibility of the
Facility Operators at each Town of

5.4 Curfews
The
Town reserves the right to curfew any games, including tournament and playoff
games, practices etc. in order to maintain schedules.
6.0 Tournaments
6.1 Requests for tournaments or special
events must be included with the registration lists and special events requests
submitted to the ice allocation committee each year not later than May 15.
6.2 Minor Groups will pay the prime time
rates for all ice time used for the event, except on Statutory Holidays where
there will be an additional $45.00/hour charge to cover staffing.
6.3 All hockey tournaments or skating
events NOT recognized under the Minor Group or Resident clause will be charged
the Commercial Rate.
6.4 Contracts must be signed and returned
along with the deposit, no later than thirty (30) days prior to the event.
6.5 In
the event of cancellations, the lessee shall pay 50% of the returned ice cost
if cancelled less than sixty (60) days prior to the event unless the ice is
re-rented. A $25 per hour, per facility
cancellation fee will be charged to all groups if the Town is not successful in
renting the returned ice.
6.6 During the ice allocation term of September 1 to April 30
the Town will only approve tournament requests submitted by a recognized sanctioned
community sports organization or association.
Requests submitted by individuals will not be approved.
7.0 Rental

8.0 Competitive Ice Use – Non Prime
8.1 Games or organized activities, or
qualified individuals practising for Dominion Championships or recognized
international competitions where an individual is representing the Town or a
recognized association or club within the Town.
9.0 Schools Use of Ice
9.1 Elementary
School
Subject to minor group rates
between the hours of
9.2 On ice supervision must be provided
by the school and follow the approved (ORFA Public Skating uidelines) ratios:
1 adult per 1 to 59 skaters
2 adults per 60 to 119 skaters
3 adults per 120 to 170 skaters
9.3 The number of time slots allotted to
any particular school will be limited by the demand for daytime ice.

All ice time from April
16-August 31 each year will be charged at the Resident (Prime or Non-Prime) or
Minor Group (Prime or Non-Prime) depending on the status of the
group/individual.
12.0 Payment Procedures:
12.1 Minor Sports Groups, Adult Recreational Leagues, etc.
a) Deposit cheque in the amount
equalling the first month’s rental dated at time of signing
b) Post-dated cheques for each
month as outlined in contract

c) Payment in advance for full
value of contract
12.2 Tournaments
a) 50% of total payment required
at time of signing (See Section 6.4)

tournament start date

12.3 Residents, Community Groups, Schools,
Competitive - Ice and Dry Pad Rentals
Upon confirmation of ice time, a
contract will be drafted and at the time of signing, the
following must be provided:
a) Deposit cheque in the amount
equalling the last four weeks rental dated at time of signing
b) Post-dated cheques for each
month as outlined in contract

c) Payment in advance for full
value of contract
12.4 Over the counter rentals - Ice and Dry Pad
Rentals
a) Full payment must be received
prior to ice usage.
b) Payment must be made to the
respective administration office during normal hours.
c) Maintenance staff are not
permitted to accept payment.
