SUBJECT:                          CN Overpass Messaging

RECOMMENDATION:

 

1)  That Markham’s participation in CN’s National Bridge Messaging program be approved for a trial period of 2 years;

 

2)  And that Council approve, in principle, the recommended approach to the Town of Markham messaging to be installed free of charge on each of the 7 CN bridges in the Town of Markham on an annual basis;

 

3) And that Council approve, in principle, the recommended approach to community messages to be sponsored by Markham-based organizations and installed on the reverse side of each of the 7 CN bridges in the Town of Markham;

 

4 ) And that Council approve an exemption to the Sign By-Law (2002-294) to permit the CN Bridge messaging during the 2 year trial period (Attachment 4);

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

 

The purpose of this report is to confirm Council’s endorsement of Markham’s participation in the CN Bridge messaging program for a trial period of two years and; to obtain approval for the proposed approach to the design and messaging for the Markham banner and the banners to be sponsored by corporate organizations. In addition, the purpose is to receive Council’s approval for an amendment to the Town’s Sign By-law (2002-294) that will permit the CN bridge messaging program in Markham during the trial period of two years.

 

 

BACKGROUND:

 

CN overpasses are a frequent source of community concern because of their unkempt appearance; graffiti and the lack of adjacent landscaping and maintenance.

 

In 2006, CN informed Council of its National Bridge Messaging program as a means of addressing the concern and introduced RCC Media as their agent, responsible for implementing the program on a national basis.

 

Through this program, RCC Media will install a Town of Markham message on one side of each of the CN overpasses in Markham on an annual basis at no cost to the Town.

RCC Media will offer Markham-based organizations the opportunity to sponsor Town and CN-approved community messaging on the reverse side of each bridge.

 

As part of the program, RCC Media will landscape the bridge abutment areas and conduct weekly maintenance at each bridge, removing litter and graffiti as necessary.

 

The program was presented to General Committee on April 27, 2009 for further review and direction.  The Committee recommended:

 

1)

i)                    That the Town of Markham work with CN and RCC media to determine acceptable guidelines for community messaging;

ii)                   That the Town develop an agreement with CN/RCC media for an initial trial period of  2 years on all eight overpasses;

iii)                 That Council approve the placement of paid community messaging on the reverse side of each of these overpasses at no cost to the municipality; and

iv)                 That Council approve an exemption to the Town’s Sign By-law for CN overpass community messaging during the trial period.

 

2)  That staff review and provide a report at a future meeting of the General Committee.

 

 

OPTIONS/ DISCUSSION:

 

It is recommended that Markham participate in the CN Bridge Messaging program for a trial period of 2 years with a Markham message on one side of each of the 7 CN steel overpasses in the Town.  The 8th Markham CN overpass at McCowan Rd., S of Hwy 407 is a cement overpass that does not present the same maintenance challenges as the others and we are not recommending messaging on this overpass during the trial period.  (Attachment 3).

 

During the trial period, RCC Media would offer corporate organizations the opportunity to sponsor one or more messages to be mounted on the reverse side of each overpass.

 

The sponsored signs are to conform to the following guidelines:

·        Sponsors may select messages from a number of Town of Markham developed messages (Attachment 2) or they may recommend a suitable alternate community message

·        Sponsor-developed community messages must be approved by the Town of Markham and CN/RCC media

·        Sponsor-developed community messages should be consistent with the style of the Town of Markham message, supporting positive community programs, attributes or values

·        Sponsor messages may include one corporate logo

 

An exemption to the Sign By-law (2002-294) per Attachment 4 is required to permit messaging on the CN bridges during the trial period. 

 

FINANCIAL CONSIDERATIONS AND TEMPLATE: (external link)

There is no charge for annual Town of Markham messages on each of the CN bridges within the Town.  If Markham wishes to change the message more frequently there will be charge of $7 per square foot to print and install the message.
