SUBJECT:                          Recreation Infrastructure Canada (RInC) Fund Update

RECOMMENDATION:

1)                  THAT the report entitled “Recreation Infrastructure Canada (RInC) Fund Update” be received;

 

2)                  AND THAT the Town proceed with the Saint Roberts Artificial Turf and Bubble project at an upset limit of $3,200,000 on a 1/3 shared basis with the Province of Ontario, and Government of Canada (up to a maximum of $1,000,000 per project from the Province of Ontario and $1,000,000 from the Government of Canada) and the Town of Markham;

 

3)                  AND THAT the Town of Markham’s share of $1,200,000 for the Saint Roberts Artificial Turf and Bubble project be funded from the Parks Development DC (Development Charges) Reserve Fund,  Recreation Facilities (DC) Reserve Fund and Lifecycle Replacement and Capital Reserve Fund in the amounts of $709,000, $371,000 and $120,000 respectively;

 

4)                  AND THAT the Town proceed with the Tennis Courts and Bubble at Angus Glen Community Centre & Library at an upset limit of $1,700,000 on a 1/3 shared basis Province of Ontario, and Government of Canada (up to a maximum of $1,000,000 per project from the Province of Ontario and $1,000,000 from the Government of Canada) and the Town of Markham;

 

5)                  AND THAT the Town of Markham’s share of $567,000 for the Tennis Courts and Bubble at Angus Glen Community Centre & Library project be funded from the Recreation Facilities DC Reserve Fund,  Parks Development DC Reserve Fund and Lifecycle Replacement and Capital Reserve Fund in the amounts of $330,000, $180,000 and $57,000 respectively;

 

6)                  AND THAT the Town proceed with the Outdoor Civic Centre Skating Rink project at an upset limit of $3,530,000 on a 1/3 shared basis with the Province of Ontario, and Government of Canada (up to a maximum of $1,000,000 per project from the Province of Ontario and $1,000,000 from the Government of Canada) and the Town of Markham;

 

7)                  AND THAT the Town of Markham’s share of $1,530,000 for the Outdoor Civic Centre Skating Rink project be funded from the Parks Development DC Reserve Fund in the amount of $1,377,000 and Lifecycle Replacement and Capital Reserve Fund in the amount of $153,000;

 

8)                  AND THAT the tendering process be waived in accordance with Purchasing By-Law 2004-341, Part II, Section 7, Non Competitive Procurement, where it is necessary or in the best interests of the Town to acquire non-standard items from a preferred supplier, and that Council authorize staff to retain Dillon Consulting (formerly ENVision - The Hough Group)as the Prime Consultant and Landscape Architects, and sub-consultants: The Ventin Group (the Architects); Cimco Refrigeration; MJS Consultants (Electrical); Soil-Mat Engineers and Consultants (Geo-technical) and David Horwood (Legal Surveyor), to proceed with the preparation of the detailed design, construction drawings, contract documents, and provision of construction supervision and monitoring as required in connection with the Outdoor Civic Centre Skating Rink Project subject to negotiation of a suitable contract based on the competitive pricing previously obtained through RFP 177-R-08, Landscape Architectural Consulting Services for Angus Glen Community Park , and RFQ 198-Q-09, Angus Glen Community Park Architectural Design to an upset amount of $450,000;

 

9)                  AND THAT authority be given to enter into agreements with Government of Canada and Province of Ontario to complete projects;

 

10)              AND THAT staff report back on the progress of the above initiatives quarterly;

 

11)              AND THAT staff be authorized and directed to take the actions set out in this report.1. Purpose 2. Background 3. Discussion 4. Financial

 

 

PURPOSE:

The purpose of this report is to update General Committee on the status of the Recreation Infrastructure Canada (RInC) applications and to seek approval to execute any necessary documents and begin construction.   Prior to release of any funds by the Provincial and Federal Governments, the Town of Markham must provide proof of support of each approved contribution and confirmation of municipal contribution. 

 

 

BACKGROUND:

In May, 2009, Council was provided a presentation outlining the various programs available for RInC Funding.  At that time Council passed a resolution to proceed with three applications to the 2009 RInC Plan.  The projects identified by Council included: Saint Roberts Artificial Turf and Bubble project, Tennis Courts and Bubble at Angus Glen Community Centre & Library project and Outdoor Civic Centre Skating Rink project.

 

Details of the projects are as follows:

 

Saint Roberts Artificial Turf and Bubble Project

o     Replacement of an existing soccer field with an artificial turf field

o     Addition of a bubble structure to cover new artificial turf field

o     This is a joint venture project with the York Region Catholic District School Board who will be providing the land for the field

 

Tennis Courts and Bubble at Angus Glen Community Centre & Library Project

o     Construct 4 tennis courts (2 courts were orginally planned for the park so this would involve the construction of 2 additional courts)

o     Placing a bubble over 4 tennis courts

o     Adding a clubhouse facility to accommodate indoor tennis courts

 

Outdoor Civic Centre Skating Rink Project

o     Creation of a artificial ice rink on a portion of the pond at the Civic Centre

o     Construction of a building to house refrigeration equipment associated with ice surface, as well as storage, washrooms and change rooms

 

OPTIONS/ DISCUSSION:

The Town of Markham has been informed that all three applications have been approved.

 

One of the conditions of the funding is that the projects are fully complete by March 31, 2011.  All expenses incurred after said date will not be eligible for funding.

Staff from the Canada-Ontario Infrastructure Secretariat will be in touch with municipalities whose projects have been selected for funding to provide a Contribution Agreement for execution by the Town’s signing authorities.

Preferred Supplier for Outdoor Civic Centre Skating Rink Project:

In 2008 and 2009 respectively, the Town issued a Request for Proposal (117-R-08) and a Request for Quotation (198-Q-09) to hire landscape architectural and architectural consulting services, including appropriate civil engineering, mechanical, electrical, structural, irrigation, geo-technical and surveying sub-consulting services for Angus Glen Community Park. Included in the scope of work for this park is an outdoor artificial refrigerated skating rink, a building to house washrooms / change rooms / zamboni storage and the provision of a water play facility that is integrated with the artificial skating rink to ensure year round programming and animation. The team of consultants have been hired and they are proceeding with design development. The team includes Dillon Consulting (formerly ENVision - The Hough Group) as the Prime Consultant and Landscape Architects, and sub-consultants: The Ventin Group (the Architects); Cimco Refrigeration; MJS Consultants (Electrical); Soil-Mat Engineers and Consultants (Geo-technical) and David Horwood (Legal Surveyor). 

 

In order to obtain certain efficiencies related to cost, workload, time, scheduling and expertise, staff recommend that the project team identified above be hired to provide consulting services for the outdoor civic centre skating rink project subject to the successful negotiation of a suitable contract based on the competitive pricing previously obtained through RFP 177-R-08, Landscape Architectural Consulting Services for Angus Glen Community Park and RFQ 198-Q-09, Angus Glen Community Park Architectural Design to an upset amount of $450,000. Given the tight timelines and necessity to have “shovel ready” projects, staff believe that hiring this team as a preferred supplier would ensure that we start this project almost immediately and that we can meet the March 2011 construction deadline. 

 

 

FINANCIAL CONSIDERATIONS AND TEMPLATE:

Through this report, it is recommended that Council support the projects - $3,200,000 for Saint Roberts Artificial Turf and Bubble project, $1,700,000 for Tennis Courts and Bubble at Angus Glen Community Centre & Library project, and $3,530,000 for Outdoor Civic Centre Skating Rink Project.  It is further recommended that Council commit the Town’s share for each project is $1,200,000, $567,000 and $1,530,000 respectively. The funding formula is based on a 1/3 shared basis with the Province of Ontario, Government of Canada (up to a maximum funding of $1,000,000 per project from the Province of Ontario and Government of Canada) and the Town of Markham.
