The Grants Sub-Committee meeting convened at the hour of 1:05 p.m. with Councillor V. Burke in the Chair. 

 

 

 

1.         MINUTES OF THE NOVEMBER 2, 2009 GRANTS

            SUB-COMMITTEE MEETING

That the minutes of the November 2, 2009 Grants Sub-Committee meeting be adopted.

2.         2009 NEW FUNDING REQUEST

 

Unionville Olde Tyme Christmas Parade - 2009

 

At the meeting of the Grants Sub-Committee held on November 2, 2009, Members considered a request from the Unionville BIA (UBIA) for Celebrate Markham funding for the 2009 Unionville Olde Tyme Christmas Parade in the amount of $16,500.  Following some discussion, Committee directed that the matter be deferred pending receipt of additional financial information from the UBIA.

 

Ms. Tracy MacKinnon and Mr. Greg McCormick, UBIA, were in attendance to address the funding request, and distributed the following additional financial information regarding the Olde Tyme Christmas Parade:

·        Statement of Operations - 2008, and

·        Revised Projected Budget - 2009

 

The financial information presented was discussed and specifics clarified.  The Town’s current grants and sponsorships guidelines and the eligibility of BIA’s to receive grants were also discussed.

 

It was noted that the guidelines are silent on this issue and that could be interpreted in various ways.  Members briefly discussed presenting a specific resolution to General Committee; however, concern was expressed that as there is no clear direction, the guidelines should be clarified before a decision is made.  Staff suggested that the policy should be reviewed.

 

The feasibility of partnerships with local groups was raised, and it was agreed that this should be explored, however, it was pointed out that the mandate of the Grants Sub-Committee is to make recommendations on grants to individual Celebrate Markham events.

That the request of the Unionville BIA for Celebrate Markham funding for the 2009 Unionville Olde Tyme Christmas Parade, be referred to the meeting of General Committee, scheduled for November 9, 2009.
