Shelter Update

Bill Wiles was in attendance and provided an update to the Committee on the status of the rodeo, outlined all animal care and control services, and updated the Committee on the shelter feasibility study along with the customer service survey.

The Committee passed the following resolution regarding rodeos:

Whereas the Town’s Animal Care Committee in their role of advisor to Council in matters pertaining to animals within the community recommends that rodeos be banned within the Town;

And Whereas the Ontario Society for the Prevention of Cruelty to Animals strongly recommends the banning of the use of animals in rodeos for any purpose which causes the animals to be placed in a stressful condition as rodeos cause by their nature, injury, torment and stress to animals;

And Whereas the Town’s Building Markham’s Future Together strategic priority document identified the protecting our environment, including animals and wildlife through strategies and policies;

And Whereas other municipalities, such as Vancouver, have amended or passed by-laws prohibiting inhumane rodeo activities and practices;

Now Therefore, be it resolved, that Council approve in principle that no rodeos be held on any lands or within any building owned The Corporation of the Town of Markham; and,

That Council circulate the above resolution to the Minister of Municipal Affairs and AMO.

CARRIED

Bill distributed a chart outlining all animal care and control services.  Committee members are encouraged to review and provide any feedback to Bill at bwiles@markham.ca.

Bill assured the Committee that an animal shelter feasibility study would be completed by the Town and that the customer satisfaction survey was separate from the study.  There were fears from the Committee that the study may be bias if not completed by an outside, third party.  Bill advised that there is potential for an outside consultant to conduct a further study but has advised that the Committee should review the study completed by staff before making a recommendation for any outside peer review.
