                                            Renaming of Highway 7 Progress Update

RECOMMENDATION:

1)         That the report entitled “Renaming of Highway 7 Progress Update”, dated January 12, 2010, be received;

 

2)         And that staff continue to provide Development Services Committee with additional updates on the Region of York process for renaming Highway 7, as further information becomes available;

 

3)         And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The Development Services Committee was last updated on the renaming of Highway 7 in March 2008. The purpose of this report is to provide the Development Services Committee with a further update based on subsequent meetings with Region of York Staff regarding the status of the renaming process for Highway 7.

 

 

BACKGROUND:

In June of 2007 the Town formally requested the Region to begin a renaming process for Highway 7 (a regional arterial road) to a name more representative of the community context. It also requested that a public consultation process with residents and businesses be included as part of the process. The Region was further asked to consult with other municipalities, and adjacent Regions and municipalities affected by a name change. It was recommended that the Town rely on the Region to undertake the public consultation process.

 

Regional Staff identified concerns regarding the impact of a name change on residents and businesses, and about street name continuity and addressing issues for other municipalities within and beyond York Region. They hosted a meeting on November 14, 2007, for staff from Markham, Vaughan and Richmond Hill to discuss the renaming of Highway 7, public notification, public meeting options and cost sharing for the public consultation process.

 

Regional Staff submitted a report to their February 6, 2008, Transportation and Works Committee meeting that recommended Regional Council support the proposed notification process and public consultation centres for the renaming of Highway 7.

 

Markham Staff submitted a report to the March 18, 2008, Development Services Committee meeting providing information from the February 6, 2008, Region of York Transportation and Works Committee report.

 

 

OPTIONS/ DISCUSSION:

Since March 2008 Regional Staff have hired a communications consulting firm (LURA) to help them derive a public consultation process. Four meetings have been held between Regional and Local Municipal staff. At the March 12, 2009 meeting it was noted that Markham and Vaughan had formally requested a renaming of Highway 7. A communication plan was proposed to include property owners, notifications through the media, locations for consultations, information signage and timing. It was agreed that Regional Staff would make the public consultation presentations with local municipal staff present. Prior to any consultation dates being considered, Richmond Hill staff would need to submit a report to their Council for approval of a name change.

 

At a May 5, 2009, meeting discussion addressed the Region’s proposed process and timing of the public consultations. The Region wanted to have consultations with residents, organizations and property owners taking place at the beginning of June. Municipal Staff considered this premature until they had a chance to inform their respective Councils. They were also concerned the naming process was not taking advantage of what could become a positive public relations/marketing campaign that would seek public/business involvement. It was suggested that the public needs to understand the vision of the future role Highway 7 would play under the Provincial Growth Plan. The Region was to come up with a revised draft process and take it to the Regional Transportation and Works Committee for approval. The process would then be submitted for Municipal review and Council approval in the Fall of 2009.

 

A meeting on June 18, 2009, provided an update on the direction received from senior management to provide Transportation Services Committee and Regional Council with options for consultation and noting the approach preferred by Regional Staff. This option involved holding public consultation centres within each affected municipality along with a web-based consultation process and outreach to the Highway 7 business and residential communities. The cost of this process was estimated at approximately $25,000.

 

Possible additional costs resulting from the street name change to businesses will be determined from the public consultation process. Costs resulting from alterations to maps, documents and street signs will be determined by Regional Staff once the name change is approved.

 

On October 22, 2009, Regional Council approved the recommended consultation option, which considers using the name Avenue 7 in the renaming process. It was noted the name Avenue 7 has already been advanced as the new name of Highway 7 and represents the future vision for this road as a modern urban arterial. Maintaining the number “7” was viewed as making the transition to the new name less problematic for the business and residential communities. It also provides a substantive link to the historical context of Highway 7.

 

Regional Staff stated they will finalize their communications strategy in November and obtain Council approval by December. In January 2010 they will implement their outreach strategy using media, information cards and advertisements. The public consultation centres and a web consultation page are scheduled for January-February 2010. The advertisement for the Markham public consultation session is scheduled to go out on January 4, 2010, indicating a consultation date of January 19, 2010 to be held at Unionville High School.

 

In February/March 2010 Regional Staff will review the results of the public input and submit a report to the Transportation Services Committee with recommendations. A subsequent report during the second quarter of 2010 will provide the Transportation Services Committee and Regional Council with feedback from the community.

 

Markham Staff will provide a further report to the Development Services Committee when the planned Regional reports are available.

The Fire Department, Region of York and Ministry of Transportation were consulted by Town Staff to confirm road ownership, street name approvals and to obtain street name change procedural information.
