The Markham Public Art Advisory Committee was called to order at 5:40 pm with Judi McIntyre presiding as Chair.
1. CHANGES OR ADDITIONS TO THE AGENDA
The Agenda was accepted as distributed.
2. ADOPTION OF THE MINUTES OF
THE MARKHAM PULBIC ART ADVISORY COMMITTEE MEETING ON JANUARY 13, 2010

BUSINESS ARISING FROM
THE MINUTES
A) Public Art Event
John Ryerson advised that he felt a small public art installation would be an important way to increase public awareness and participation in public art. Such a project should be something bold, with some permanence. This Committee could make recommendations to Council that it would like to see permanent art installed, with the first project planned for the Markham Civic Centre.
B) Membership
It was agreed that the Committee needs to attract additional members. It was suggested a recruitment ad be prepared for Markham’s page in “The Economist & Sun” as well as for the Arts Council.
It was recommended that the Committee might wish to recruit new members with a passion for art and who have the following expertise:
· Engineering
· Law
· Planning
· Art
· Community Works

NEW BUSINESS
A) Project Planning
Francine Perinet, Director, Varley Art Gallery, described how a project is carried out and the potential role for this Committee. First the project manager and key stakeholders determine the project’s parameters and framework, including the terms of reference, budget, scope and restrictions. Then decisions are made to determine who is to be responsible for managing the vision of the project, supervising production of the project, and ultimately the budget and maintenance of the project. A Request for Proposal will be issued to elicit project proposals. A project coordinator will be identified to administer the process, decide whether the RFP is open to all or offered to only a few, establish selection criteria, set up a jury, lead the selection process, etc.
To start discussion on this topic at the next meeting, Ms. Perinet will email a project template to Committee members. John Ryerson will confirm potential project budget funds with Linda Irvine.
B) Markham East Project
John Ryerson reported that he has asked the architects of the Markham East Project for a substantive response to identify where art could be included in the project.
C) Guidelines and Outcomes for
Cultural Planning
John Ryerson advised that he would send information to Committee members. Their comments will be incorporated into information on cultural planning to be submitted to Town of Markham Council.
D) Joanne Olson
The Committee thanked Joanne Olson for her many contributions and wished her well on her retirement.
5. NEXT MEETING DATE
The next meeting of the Markham Public Art Advisory Committee will be held on
March 10, 2010 at 5:30 p.m. in the Ontario Room.
