SUBJECT:                          Town of Markham FiveYear Sidewalk Construction and Illumination Installation Program 2010-2014

RECOMMENDATION:

1)                  That the report entitled “Town of Markham Five Year Sidewalk Construction and Illumination Installation Program 2010-2014” be received;

 

2)                  And that the 2010 Capital Program for Sidewalk Construction Projects be endorsed;

 

3)                  And that the Five Year Sidewalk Construction program (2010-2014) be endorsed and updated on an annual basis;

 

4)                  And that the 2010 Capital Program for Illumination Installation Projects be endorsed;

 

5)                  And that the Five Year Illumination Installation program (2010-2014) be endorsed and updated on an annual basis;

 

6)                  And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain Council’s endorsement of the 2010 and Five Year sidewalk construction and illumination installation program to facilitate scheduling and timely construction of the projects.   

 

BACKGROUND:

The Engineering department administers sidewalk construction and illumination installation with funding largely from the Development Charges (DC) program. These funds are used to provide sidewalk and illumination along existing Regional roads and collector roads not in a draft plan of a subdivision.  Staff has developed a five year Capital program to schedule the design, approvals and construction in a timely manner.

 

OPTIONS/ DISCUSSION:

The Town of Markham provides new sidewalks and illumination along Regional roads and collector roads not in a draft plan of a subdivision. The Five Year Sidewalk Construction and Illumination Installation Program were developed based on the following:

 

·        Development phasing

·        Anticipated demand of traffic and pedestrian volume

·        Council/public input

·        Coordination with Markham/Region/MTO/407 ETR construction projects

·        Available property and platform to build a sidewalk or light standards

·        Requests received from area residents/business

·        Promote alternative forms of transportation (i.e. walking, cycling and transit)

 

On a yearly basis, staff will update the program based on the above criteria.  The 2010 Sidewalk Construction and Illumination Installation Program has been developed, and staff is seeking Council’s endorsement.

 

Whenever possible, the sidewalk and illumination along Regional roads will be coordinated with the Region and constructed as part of the Region’s road widening or transit projects.  The ability to implement the Five Year Sidewalk Construction and Illumination Installation Program is also dependent on the available property, utility relocates and Regional approvals. The Town will use every resource available to deliver the program as planned.

The 2010 sidewalk program is estimated to be $2.0 million.  There are sufficient funds in the following accounts to cover the 2010 sidewalk program including an allowance of $100,000.00 for projects that may be requested by the public/business and Council:

Sidewalks and illumination provide opportunities for pedestrians to safely walk while also promoting alternative mode of transportation.

 

Transportation/Transit

Sidewalks are the backbone of the pedestrian transportation network and will help to promote the use of transit.  With the presence of more sidewalks complete with illumination, it greatly improves road and pedestrian safety.

The Finance, Operations and Asset Management Departments have been consulted and reviewed the Five Year Sidewalk and Illumination Construction Program.
