The meeting of the Main Street Markham Committee convened at 5:50 pm with Councillor John Webster as Chair. 

 

 

1.         ADOPTION OF THE MINUTES OF THE MAIN STREET

            MARKHAM COMMITTEE MEETING OF FEBRUARY 17, 2010

 

THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

 

That the Minutes of the Main Street Markham Committee meeting held on

February 17, 2010, be adopted.

2.         MAIN STREET MARKHAM ENVIRONMENTAL ASSESSMENT

 

Regan Hutcheson provided an update, advising that the EA update will be presented to General Committee on April 26, 2010. The second Public Information Centre will be held in May.  It is expected that the filing of the Class EA will be in the summer of 2010.

Staff described the proposed phasing and timing of the project: 

-     engage design consultant for 16th Ave to Major Mackenzie Drive: fall 2010

-     phased design of the section for Hwy 7 to 16th Ave: 2010/2011

3.         UPDATES

 

a)         Heritage Conservation Entry Signs

 

Regan Hutcheson is working with Operations staff to replace or repair the signs.

 

b)                 Incoming Planning Applications

 

Staff advised that several proposals are being considered (applications or pre-consultation applications):

-          58 Main Street North – commercial patio

-          48 Main Street North – commercial patio

-          11 Church Street – Markham Village Washrooms

-          314 Main Street North – townhouses behind a heritage house

-          292 Main Street North – residential addition

-          29 James Walker Court – Fence issue

-          361 Main Street North – residential addition and new garage

-          14 Ramona – lot severance

 

In addition, for Markham Village a faηade grant application has been received for 48 Main Street North, and eight properties are being recommended by Heritage Markham for Designated Property Grants.

 

c)                  Public Washrooms

 

Regan Hutcheson displayed design and landscape drawings for the proposed public washroom and storage building on Church Street. The Committee discussed possible interim solutions to accommodate the summer event season. Keith Thirgood offered to speak to facilities staff regarding this matter.

 

d)         Budget Subcommittee

 

The Chair advised that this is an appropriate time to start on the 2011 budget. Committee members were requested to submit their wish lists to Keith Thirgood.

 

The Committee discussed budget issues relating to the streetscape and traffic improvements, and the E.A. Study accounts. Staff indicated that $150,000 was allocated in the 2010 budget for detailed design work for Hwy 7 to Church Street.

 It was suggested that additional funding for the project be requested for design phases from Church Street to 16th Avenue. It was debated whether the entire design phase should be done at one time, and should construction occur all at once or in phases.

 

The Committee agreed that further discussion is needed on this issue, and staff was requested to provide funding and cost information at the next meeting. The members of Council agreed to discuss this matter at General Committee and draft up a motion for the next Committee meeting.

e)         New Membership

 

Staff advised that Richard Morales is not eligible to be a full member, as recommended by the Committee, as he is also a member of the Heritage Markham Committee and can only participate in Main Street Markham as an alternate representative of Heritage Markham. The Committee considered whether to proceed with a new appointment or wait until the new term in November, 2010. It was agreed to wait for a replacement member.
