The Cornell Advisory Group meeting convened at 6:00 PM with Councillor Webster in the Chair. 

 

1.  MINUTES FROM THE June 15, 2009 CORNELL ADVISORY GROUP

 

The minutes of the November 9, 2009 meeting were adopted.

2.      Business arising from the Minutes: The Chair provided an update on this item.

MSH – Alternate Truck Route:  Councillors Webster, Heath and Landon, Robert Baird of the Sherwood-Amberglen Ratepayers Association and Janet Beed, President and CEO of Markham Stouffville Hospital have met to discuss and find resolutions for concerns expressed by the residents west of the 9th Line regarding truck traffic on 9th Line during construction.  MSH has indicated most truck traffic will come from the east using Donald Cousens Parkway to access the construction site. The tender documents issued by the Hospital require cost comparisons for use of the Donald Cousens Parkway rather than 9th Line for truck movement. Signage will be put up, redirecting truck traffic from the 9th Line.  MSH will be discussing the possibility of cost sharing with the Town to initiate this program.

 

 

 

 

 

3.  Town of Markham Integrated Leisure Master Plan

Mary Creighton, Director of Recreation Services presented the Integrated Leisure Master Plan, this presentation, which has been given to various stakeholders through out the Town, outlines a 10 year strategy to address parks, recreation, culture and library services and facility needs.  Markham is one of the few municipalities who include library services in the Recreation Plan.  204 recommendations were made, some project specific, but most were guidelines and best practices.  The basis of how the study was conducted was explained, trends, results of household surveys outlining priorities expressed by Town residents and Staff recommendations.  The presentation and other information related to the study is available on the Town website, www.markham.ca/Markham/Departments/BMFT/BMFT_Parks.htm

 

The Advisory Group was impressed with the plan; felt it was more comprehensive than typical recreation master plans. A comment was made that the plan should address long term operational maintenance and costs.  The Implementation Plan to be developed will address those issues.

 

The plan was approved by General Committee on April 12, 2010.  It will be presented to Council on April 13, 2010 for approval.       

 

4.   Growth Management Strategy

Tim Lambe, Manager of Policy and Research presented an update on the Town’s Growth Management Strategy.  The presentation was previously presented at a February 16th Public Meeting.    The presentation and related studies are available on the Town website, www.markham.ca/Markham/Departments/Bmft/BMFT_growth.htm . A report recommending approval of the strategy is being presented to Development Services Commission (DSC) on April 20, 2010. 

 

It was questioned if report recommendations had changed based on the substantial number of comments received at the February 16th Public Meeting.  Staff indicated many of the comments made were similar to those made in a 2005 survey (Click with Markham), and community meetings held in 2009.  At the February meeting, many comments were related to the Food Belt, expressing overwhelming support that farming is important in Markham.  Staff recommended policies supportive of agriculture in Markham.  Staff feels the public understands the need for growth in Markham and is accepting that a comprehensive strategy needs to be developed.

 

The TRCA would like to provide input and receive updates on the tools used to manage water quality in the water shed and they recommend water management studies be required and received   early in the process.
