REPORT
Renaming the Town owned
section of Highway 48 to Markham Road

RECOMMENDATION:
1) That the report entitled “Renaming the Town owned section of Highway 48
to Markham Road”, dated June 15, 2010, be received;
2) And that Development Services Committee
authorize Staff to initiate the process for renaming the
Town owned section of Highway 48 between 16th Avenue and Major
Mackenzie Drive from Highway 48 to Markham Road;
3) And that a public consultation meeting be held after
the municipal election to inform and obtain comments from land owners abutting
the affected section of Highway 48 about the proposed renaming;
4) And that Staff report back to Council regarding
the results of the public information meeting and obtain direction regarding
the proposed street name change;
5) And that Staff be authorized and
directed to do all things necessary to give effect to these resolutions.

On March 7, 2007 the Ontario Executive Council
passed an Order in Council to transfer jurisdiction and control of the section
of Highway 48 between 16th
Avenue and Major Mackenzie Drive from the Ministry
of Transportation to the Town of Markham.
This came about after several resolutions by Council requesting the Ministry of
Transportation to transfer jurisdiction over this section of the road to the
Town.
The completed transfer of jurisdiction and control for the section of
Highway 48 between 16th Avenue and Major Mackenzie Drive permits the
Town to redefine that section of road from a provincial highway to a municipal
arterial. This can be achieved in part, by renaming the section to Markham Road.
Highway 48 runs northward from Major Mackenzie Drive until reaching Lake
Simcoe where it deviates east to the border of York Region at Lake Ridge Road. South
of 16th Avenue down to Highway 7 (Figure 1) the right-of-way is named
Main Street Markham North and from Highway 7 south to Princess Street it is
named Main Street Markham South. From Princess
Street down to Steeles Avenue and
beyond it is named Markham Road.
The Main Street Markham sections are reflective of the original
settlement of the area that makes up the Markham Heritage District. The section
of Markham Road
to the south and into Toronto
reflects the relatively recent development of those areas.
The name Markham Road would reflect the preferred nature of development between
16th Avenue and Major Mackenzie Drive, and would identify that
section of road as an urban arterial similar to the section of Markham Road
south of the Main Street Markham sections. The address numbers for the section
of Highway 48 between 16th Avenue and Major Mackenzie Drive would
remain unchanged, as they follow a standard progression of numbering from where
Markham Road ends at Main Street Markham South to where it would begin again at
16th Avenue. Only the name of the road section would change.
A public consultation meeting should be held with affected land owners
along the section of Highway 48 to inform them about and obtain their comments
on the recommended name change. This would provide an opportunity for the
affected Ward Councillors and Staff to gauge the public sentiment and report
back to Council, prior to Council providing a final direction regarding the
name change proposal. Due to the restricted schedule of Council meetings in the
early fall and the upcoming election process it is recommended that the
consultation meeting be held after the municipal election.
After the consultation meeting, should Council direct Staff to proceed
with a name change, the Clerks Department can be engaged to assist with public
notification for the passing of a street renaming by-law.
It is recommended that Development Services Committee authorize Staff to
initiate the process for renaming of the section of Highway 48 between 16th
Avenue and Major Mackenzie Drive to Markham Road, and that a public
consultation meeting be held with affected land owners in November of this year
to assess public sentiment for the street renaming. It is further recommended
that Staff be directed to report back to Council on the results of the
consultation meeting and obtain direction for the proposed renaming of the
section of Highway 48 between 16th Avenue and Major Mackenzie Drive
to Markham Road.
Financial implications for the Town are currently unknown.

with respect to street name change procedures. The Engineering and Operations
Departments were also consulted and have no concerns.
