Road and Village Parkway Traffic Calming

RECOMMENDATION:
This report is to seek approval from Council to
proceed with;
a) Installation of safety measures on
the Carlton Road curve from Pennock Crescent (east leg) to McKay Crescent (east
leg);
b) Installation of traffic calming revisions on Carlton Road
from McKay Crescent (east leg) to Pomander Road;
c) Installation of traffic calming revisions
on Carlton Road from Pomander Road to Main Street Unionville (i.e. installation
of 2m wide centreline interlocking median and two painted yellow lines);
d) Installation of traffic calming
revisions on Carlton Road from Pennock Crescent (east leg) westward to Fred
Varley Drive;
e) Installation of traffic calming revisions
on Village Parkway from Carlton Road to 16th Avenue (i.e. remove
pinch points (choker areas) by reducing the width of the medians) and install
painted yellow lines;

At the May 11, 2010 Development Services Committee
meeting, Council requested staff (Attachment ‘A’) to report back to Council on
the following:
1.
Obtain
a written statement from York Region Transit (YRT) and Toronto Transit Commission
specifying their position on vertical traffic calming measures (raised
intersections); and
2.
To
meet with the various agencies to determine what would be an acceptable
solution; and
3.
To
look at the traffic calming measures used on Willowbrooke Road in Thornhill and
whether they would be a viable solution; and
4.
Look
at solutions that will fix pinch points; and
5.
To
include comments from Berczy School;
6.
The
possibility of replacing the current traffic calming measures on Carlton Road
with raised intersections similar to Main Street Unionville South (south of the
tracks).
A meeting was held on June 16, 2010 with various agencies (Emergency Medical
Services, Fire, York Regional Police, York Regional
Transit), Councillors Hamilton/Chiu and staff to discuss vertical traffic
calming measures. A report on the
findings will be presented to Development Services Committee in September
2010. In addition a meeting with York
Regional Police is being scheduled for the first week of July to discuss police
enforcement of the speed limits, and other traffic control devices (i.e.
signals, stop signs etc.).
Meetings Held June 17 and 18, 2010
A meeting
with Mayor Scarpitti, Councillor Don Hamilton, staff and Unionville Ratepayers
Association representatives was held on June 17, 2010. In addition a site walk with the same parties
was held on June 18, 2010. These
meetings reviewed the current approved traffic calming measures for Carlton
Road/Village Parkway and opportunities to improve same. A mutual agreement was reached on the
following modifications.
Safety Measures on Carlton Road
There have been safety concerns for the section of Carlton Road from
Pennock Crescent (East Leg) to McKay Crescent (East Leg). This section of the roadway is shaped as a
curve and in the past there were incidents of westbound vehicles leaving the
roadway as a result of excessive speeds.
To help prevent further traffic mishaps Council at its September 29,
2009 meeting (Attachment ‘B’ and ‘C’) approved the following work:

Reduce
the existing 4m wide interlocking paving stone median to 2m and extending the interlocking
median from Pennock Crescent (east leg) to McKay Crescent (east leg);
·
Install
a new 10cm wide white line at 1m offset from the curb line;
·
Install
a hedge along the outer curb radius in the boulevard;
·
Modify
the interlocking median bulbs located at the intersections of Pennock Crescent
(east leg) and McKay Crescent (east leg)
·
Install
sidewalk accesses including curb cuts and ramps at McKay Crescent (east leg)
intersection;
·
Install
three pedestrian interlocking stone crosswalks at Carlton Road and McKay Crescent
intersection (east leg).
At the September 29, 2009 DSC Meeting, Council approved funding in the
range of $50,000 to $80,000 from the Engineering Department Capital Account
#083-5350-7660-005 to complete this work.
It is currently estimated to cost $70,000.00 to undertake this work.
Carlton Road - McKay Crescent (east
leg) to Pomander Road
Proceed with works previously approved by Council on September 29, 2009 as
follows;
·
Reducing
two (2) interlocking brick islands (existing 8m long by 4m wide) to 1.6m wide.
·
Paint
two yellow lines to line up opposite the revised brick medians.
(total length 306m)
·
Installation
of Permanent Durable Pavement Marking (White Line) 2.4m off-set from the north curb line between
Wembley Avenue and Pomander Road;
·
Installation
of Permanent Durable Pavement Marking (White Line) on the south side 2.4m from curb line at
Wembley Avenue westward to McKay Crescent (east leg);
At the September 29, 2009 DSC Meeting, Council
approved funding in the amount of $35,000 from the Engineering Department
Capital Account #083-5350-7660-005 to complete this work. The current cost estimate to complete this
work remains at $35,000.00.
Carlton Road - Pomander Road to Main
Street Unionville
The recommended traffic calming revisions at this section include reducing
the existing interlocking brick medians to be 2m wide from Pomander Crescent to
Main Street Unionville. Between the
interlocking brick medians will be two Permanent Durable Pavement Marking Lines
(Yellow Lines). In addition to the yellow lines, two white lines are to be
painted 1m off-set from the curbs. Although
the proposed traffic calming revisions were not previously approved by Council,
it was agreed to complete this work rather than pursuing piecemeal removal of
the traffic calming.
The estimated construction cost to complete this work is $35,000.00.
Carlton Road – Pennock Crescent
(east leg) westward to Fred Varley Road
The recommended traffic calming revisions at this section include
reducing the interlocking brick medians and painted balloons to 1.6m wide
(interlocking brick). The yellow lines
currently exist.
·
Reducing
two (4) interlocking brick islands (existing 8m long by 4m wide) to 1.6m
wide.
·
Revise
one painted balloon to be 1.6m interlocking brick island.
This work was not previously approved by Council but should be
considered so as to complete the traffic calming on this section of road.
The estimated construction cost to complete this work is $40,000.00
Village Parkway – Carlton Road to 16th
Avenue
The recommended traffic calming revisions at this section include
reducing two existing interlocking stone medians to 1.6m and painting two
yellow Permanent Durable Pavement Marking Lines between the medians. The proposed traffic calming revisions on
Village Parkway have not been previously approved by Council, but rather than
pursuing removal of the works it is recommended that for this section of
roadway the existing pinch points (chokers) should be removed to improve safety
for cyclists and motorists.
The estimated construction costs for this work is $7,500.00 to reduce
the pinch points and $15,000.00 to add centreline markings for a total of
$22,500.
MONITORING
With the proposed Traffic Claming modifications, staff will monitor the
speed compliance and public feedback. Staff will report back to DSC in early fall
with findings and recommendations for any future modifications or removal of Traffic
Claming.
TENDER INFORMATION
Tender #052-T-10 was issued in accordance with Purchasing By-Law
2004-341 and included removal of all traffic calming on Carlton Road and
Village Parkway and the installation of safety measures at the Carlton Curve,
in accordance with the September 2009 Council direction. Engineering staff with assistance from the
Purchasing Department has reviewed the bid documents and are satisfied that all
the terms, conditions, bid prices and specifications comply with the Town’s revised
requirements. However, since the scope
of the work is now proposed to be changed significantly, it is the Purchasing
Departments recommendation that a “Post Bid Addendum” be issued to the original
four bidders to revise their tender submission.

To
eliminate the need to re-tender the project, a post bid addendum must be issued
to the original four bidders to update their costs for this revised work. With Council’s approval the lowest priced
compliant bidder will be awarded the contract and the works will be completed
this summer. Staff recommend that the lowest priced
compliant Contractor be retained to complete the required works.

The Council Resolution dated September 29th,
2009 allowed a maximum of $115,000.00 from account # 083-5350-7660-005 ($212,057.35)
be used for the traffic calming works.
The additional funds ($97,625.00) required shall also be provided from the
Safe Street account #083-5350-8312-005 that currently has funds totalling $347,347.70.
