SUBJECT:                          Waste Management Fee Increase

RECOMMENDATION:

1)                  That the report entitled “Waste Management Fee Increase” be received;

 

2)                  That By-law 2002-276, a By-law to impose fees and charges for services or activities provided or done by the Town of Markham, be amended to reflect the new Waste Management fees;

 

3)                  That the increases in the Waste Management fees be effective April 1, 2010;

 

4)         That notice to the public be provided in accordance with By-law 2002-275, a By-law to prescribe the form, manner and times for the provision of reasonable notice;

 

5)        That Staff be authorized and directed to do all things necessary to give  

           effect to this resolution.

PURPOSE:

To obtain approval to amend the Waste Management fees for goods and services as set out in the Town’s Fee By-law 2002-276 as amended.

 

BACKGROUND:

The current Waste Management fees contained in Fee By-law 2002-276 have not been adjusted since 2007 and do not reflect the increased cost to purchase and sell Blue Boxes, Green Bins, Kitchen Collectors and Apartment Recycling Blue Bags.  The proposed fees include the purchase price, staff time, distribution, administration of inventory, and associated credit card/cheque processing costs. 

 

OPTIONS/ DISCUSSION:

Price Increase Reflects Higher Cost of Plastic Resin

The Town purchases Blue Boxes, Green Bins, Kitchen Collectors and Apartment Recycling Blue Bags for resale to residents and for delivery to new developments on a cost recovery basis.  Residents can purchase containers at the Civic Centre, Community Recycling Depots, and Community Centers. Recycling containers are also sold through several retail outlets at a higher cost.

 

In addition, on the day of closing every new home is provided with Blue Boxes, Green Bin, Kitchen Collector and educational materials to ensure new residents can participate in the Town’s diversion program.

 

FINANCIAL CONSIDERATIONS:

The fee change proposed in this report reflects the Town’s cost to administer the purchase, sale and inventory of containers and to provide Green Bins, Kitchen Collectors, Blue Boxes, Apartment Recycling Blue Bags and recycling educational materials to new developments. The delivery fee reflects the Town’s staffing, vehicle and fuels costs.

ALIGNMENT WITH STRATEGIC PRIORITIES:

Providing residents with the necessary tools to participate in the Town’s waste diversion programs is consistent with Markham’s goal of managed growth, infrastructure management, and to create a better quality community.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The Legal Department will continue to collect the appropriate fees at the time of Site Plan and/or Subdivision Control Agreement approval.
