SUBJECT:                     Award of Tender 023-Q-10 Rouge River Community Centre Sanitary Sewer Pumping Sump Replacement

RECOMMENDATION:

1)      THAT the report entitled “Award of Tender 023-Q-10 Rouge River Community Centre Sanitary Sewer Pumping Sump Replacement” be received; 

 

2)      AND THAT the contract for 023-Q-10 Rouge River Community Centre Sanitary Sewer Pumping Sump Replacement be awarded to the lowest priced bidder, Robert R. Somerville in the amount of $119,802.00 exclusive of GST;

 

3)      AND THAT a contingency in the amount of $18,770.00 exclusive of GST be established to cover any additional construction and consultant costs and that the Director of Asset Management be authorized to approve expenditure of this contingency amount up to the specified limit in accordance with the Expenditure Control Policy;

 

4)      AND THAT the contract for Consulting Engineering Services Related to Contract Administration and Construction Inspection be awarded to R.V. Anderson Limited in the amount of $8,000.00 exclusive of GST;

 

5)      AND THAT staff be authorized to retain a qualified geotechnical consulting firm in accordance with the Town’s purchasing bylaw to provide geotechnical and materials testing services during construction for an upset limit of $1,000.00 exclusive of GST;

 

6)      AND THAT a new Recreation budget be established for the Rouge River Community Centre Sanitary Sewer Pumping Sump Replacement and be funded from the Life Cycle Reserve 087-2800-200 in the amount of  $147,572.00;

 

7)      AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain Council approval to award the construction tender  023-Q-10 Rouge River Community Centre Sanitary Sewer Pumping Sump Replacement and Consulting Engineering Services Related to Contract Administration and Construction Inspection.

 

BACKGROUND:

The existing sanitary sewer pumping station at Rouge River Community Centre developed numerous problems since August 2009.  The pumps were clogging frequently and the existing sump structure is buried at about 1.2 metre below grade with a vertical shaft of 600mmx 600mm for access.  The entry access does not conform to confined space entry and the electrical junction box was located inside the sump which was a safety hazard.  The existing 75mm diameter PVC discharge line is considered to be too large for the small capacity pumps resulting grits settlement along the pipe.  In order to correct the safety hazards, confined space entry and grit settlement on pipe, a new sump structure of 2.4m x 2.4m with proper access opening was proposed next to the existing sump with a new 50mm diameter forcemain connection to the existing manhole.

OPTIONS/ DISCUSSION:

This project was unforeseen and was not included in the 2010 Capital Budget. Therefore a new Recreation Capital Budget needs to be established and to be funded from the Lifecycle Reserve.

 

FINANCIAL CONSIDERATIONS AND TEMPLATE:

The final cost estimate to correct for the condition was not determined until after the capital budget was finalized.   Hence, in order to fund the replacement of the Rouge River Community Centre Sanitary Sewer Pumping Sump, the following sources were reviewed:

  1. Funding from surplus funding from existing Recreation capital projects – Staff has confirmed there is no surplus funding available
  2. Funding from capital contingency – The capital contingency has approximately $184,000 remaining and if this is used as a source of funding, minimal dollars will be left available for other projects for the balance of the year, this option is therefore not recommended
  3. Funding from Life Cycle reserve – it is recommended this project be funded from the Life Cycle reserve.
