SUBJECT: Angus Glen Indoor Tennis Structure and Clubhouse Update (RInC/Ontario REC Funding)

RECOMMENDATION:
1)
THAT the report dated
2) THAT the attached final Site Plan, Building Plans and Elevations for the Angus Glen Indoor Tennis Structure and Clubhouse, as presented herein, be approved;
3) THAT staff proceed with the preparation of working drawings and tender documents, tendering and tender award as required for the construction of the Angus Glen Indoor Tennis Structure and Clubhouse and associated landscape works;
4) THAT the Chief Administrative Officer (CAO) be delegated authority to award the construction tender to the successful bidder provided that the project is within budget or can be made to come within budget through selected scope changes and corresponding price adjustments ;
5) THAT an appropriate construction contingency and consulting services contingency (to a maximum of 15%) be identified in the Contract Award Report provided that the all approved project costs including tender award and the contingency amounts do not exceed the allocated budget for this project;
6) THAT the Manager of Parks and Open Space Development be authorized to approve the expenditure of the contingency amounts up to the specified limit and in accordance to the expenditure control policy of the Town and a monthly status be provided to the Town Treasurer;

6) AND THAT the Commissioner of Community and Fire Services be authorized to reallocate the budgeted funds within this project as required, and for approved project purposes as identified by the Manager of Parks and Open Space Development, such that the total expenditures do not exceed the total approved budget;

The purpose of
this report is to update General Committee on the status of the Angus Glen
Indoor Tennis Structure and Clubhouse project which received Recreation
Infrastructure Canada Program in
In September 2009, Council approved funding for three applications to the 2009 RInC/Ontario NEC Program. The projects included: Saint Robert Artificial Turf and Bubble; Indoor Tennis Centre at the Angus Glen Community Centre and Library; and, the Markham Civic Centre Artificial Ice Rink.
The original RInC/Ontario REC Fund Application for the Indoor Tennis Structure (File TC1012, Project R1366) in the amount of $1.7 million contemplated a “bubble” structure over the tennis courts and assumed that the cost of two of the four new tennis courts would be funded from the Angus Glen Community Park budget since two outdoor tennis courts had previously been contemplated in the park master plan. As the project progressed, staff recommended that a permanent tension frame structure was preferable over a “bubble” for many reasons including providing for year-round use in any weather.
In November 2009,
Council approved the conceptual site plan, the two storey clubhouse facility; approved
a tension frame structure; authorized staff to proceed with further design work;
authorized staff to negotiate a preferred supplier contract for the supply and
installation of a tension frame structure from Cover-All
In addition to
the new tennis facility, the conceptual site plan showed a new parking lot,
associated landscaping and walkways that were not part of the RInC/Ontario REC
funded project. The parking lot, associated lighting, landscaping and walkways shown
on the site plan are part of the overall
Final Site Plan:
Attached is the final site plan (Appendix A) of the indoor tennis facility showing it located behind the Angus Glen Community Centre and Library on a portion of the existing parking lot and extending to the southern edge of the completed soccer field. The new parking lot to be constructed to the east of the new facility will serve the community park as well as the tennis court facility.
Indoor Tennis Facility and Clubhouse:
Attached are the final elevations (Appendix B) and floor plans (Appendix C) showing the final design of the indoor tennis facility and clubhouse. The indoor tennis facility consists of two parts:
Architectural
Considerations:
Since the clubhouse is a small building, it needs to have proportions and a material treatment that gives it a larger scale in order to relate to both the tennis structure and the Community Centre. In addition, this building needs to use similar materials and architectural elements as the Angus Glen Community Centre in order to be visually and aesthetically compatible.
The clubhouse consists of three major elements: a roof that extends beyond the building on 3 sides with a large soffit that echoes the roof line of the Community Centre; a second storey of glazing (including vision and spandrel panels) that is similar to the glazing treatment of the Community Centre; and a lower floor of brick that is similar in colour and size to the brick used at the Community Center. The interior façade of the clubhouse has a brick façade with a large viewing window on the upper floor for spectator viewing. The interior façade is topped off with an overhang to give definition to the building cornice and to separate it from the tennis structure.
Sustainability,
Energy Efficiency and Bird-friendly Considerations:
The large overhang of the roof has a wood
soffit which provides shade to the southern and western facades of the
building. The glazed second storey
consists mostly of spandrel panels on the west side and the lower portion of
the south side to reduce heat build-up.
The glazing will be an energy efficient, low-E system. The glazing will also have film applied to it
to make it bird-friendly, similar to the treatment used at the municipal
building at
All efforts will be made to target sustainability objectives while staying within budget. The roof and walls will have high levels of insulation, the change rooms will have low-flow fixtures, and the building materials inside and out will be similar to those that are used at the Angus Glen Community Centre. The tension frame tennis structure can be considered a cool roof or white roof in terms of reducing head-island effects. The soft and hard landscaping around the new indoor tennis structure will be a continuation of the landscape style and planting themes found at the Angus Glen Community Centre and Library.
Ground Water, Grading and Topographic Issues Have Been Identified:
Since November, design development has continued on this project including further investigations into soils, grading and subsurface conditions. The technical drawings have been developed to a level of detail that the extent and cost of structural retaining walls, cut and fill grading and foundation modifications are now more fully known to insure that the 130 ft. x 214 ft. tennis structure is appropriately integrated the Angus Glen site.
Borehole testing has revealed the need for groundwater remediation as 2 of the 7 boreholes
on this site have groundwater seeping through a sand seam which is approximately
1.5 meters below grade. The foundation design for this type of structure is
typically in excess of 2.0 meters. The finished floor elevation has been raised
in an attempt to mitigate the impact of the groundwater seams, and the
foundation design and footing excavation will need to address ground water
issues. In addition, the Soils Report notes that the silty soil is frost
susceptible due to the high water table, and recommends that the drainage
weeper system along with the foundation walls be insulated.
Constructing a building of this scale and size on a sloping site has its challenges as well as opportunities. The opportunities are that the building can be built into the slope in an effort to mitigate its overall mass and height, while at the same time creating a two storey clubhouse. The challenges are that significant retaining walls and earth-moving activities are required that will need to be undertaken in order to insure that the building is integrated appropriately with the existing topography.
Consultation:
Phase 1 Park Work Costs:
The new parking lot, parking lot lighting, existing parking lot
modifications, new asphalt walkways, trees and associated landscaping, and the
cost of two of the four new tennis courts is estimated at $604,000. These Phase
1 park works are part of the
Additional Funding Requested and Justification:
Staff is seeking additional funding in the amount of $291,000 for works
that were not contemplated at the time of budgeting for the RInC project, but
have emerged as further design work has been completed.
The additional funding in the amount of $291,000 is required to address
groundwater, soils and grading issues related to fitting a facility of
this size and scale on an existing and sloping site with a high water table. As
a result, substantial structural retaining walls, landscape retaining walls,
major earth excavations, cut and fill works, as well as additional catch basins
and drains to mitigate ground water issues, are required. The full extent of
groundwater, soils and grading issues were not known at the time that the
original $1.7 million RInC budget was established nor when the first report was
brought forward to Council in November 2009, but have been identified through
the site planning and design process.

Additional funding in the amount of $291,000 is requested to be funded from the Park Development DC Reserve Fund in the amount of $261,900 (90% of $261,900) and from the Capital Contingency budget in the amount of $29,100 (10% of $291,000).
The additional funding of $291,000 required from the Park Development DC Reserve Fund does not immediately impact the Urban Design 10-year DC capital program. It is anticipated that future cost saving in park development (Town-wide), without impacting service level will be required in order for the DC capital program to be achieved.
