SUBJECT:                     Award of Tender 001-T-10 Bullock Drive Widening at the intersection of McCowan Road

RECOMMENDATION:

1)      THAT the report entitled “Award of Tender 001-T-10 Bullock Drive Widening at the intersection of McCowan Road” be received; 

 

2)      AND THAT the contract for 001-T-10 Bullock Drive Widening at the intersection of McCowan Road be awarded to the lowest priced bidder, NEI Construction Corp. in the amount of $675,308.00 exclusive of GST, subject to receipt of funding commitment from Region of York in the amount of $150,000 and GO Transit in the amount of  $375,000;

 

3)      AND THAT a separate purchase order in the amount of $67,530.00 exclusive of GST be issued for contingency to cover any additional fees and that the Director of Asset Management be authorized to approve expenditure of this contingency amount up to the specified limit in accordance with the Expenditure Control Policy;

 

4)      AND THAT staff be authorized to retain a qualified geotechnical consulting firm in accordance with the Town’s purchasing bylaw to provide geotechnical and materials testing services during construction for an upset limit of $8,000.00 exclusive of GST, subject to receipt of funding commitment from Region of York and GO Transit;

 

5)      AND THAT the award be funded from 2009 Capital Budget account 058-5350-9232-005, Bullock Drive Widening at McCowan Construction Contract;

 

6)      AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain Council approval to award the construction tender  001-T-10 Bullock Drive Widening at the intersection of McCowan Road.

 

BACKGROUND:

In September 2005, Council endorsed a general strategy for the construction of a GO Transit parking structure on the Centennial Community Centre site.  In September 2006, GO Transit and Town staff presented to Council the design of the parking structure.  In February 2008, a site plan application was submitted by Earth Tech Canada on behalf of GO Transit to the Town for a proposed 3 storey (ground plus 2) parking structure with an approximate Gross Floor Area of 12,783 square metres and a total of approximately 449 parking spaces.  In June 2008, the site plan was endorsed in principle subject to conditions and finalizing of the MOU.  On January 21, 2009 MOU between the Town and GO Transit was executed.

 

To support the increase traffic from the GO parking structure, intersection improvements will be required at Bullock Drive / McCowan Road.  On October 14, 2008 Council authorized to award the detail design contract to Morrison Hershfied Limited.

OPTIONS/ DISCUSSION:

Cost Sharing Agreement with Region of York and GO Transit

In the 2007 Capital Budget process, a preliminary construction estimate of $640,000 was used for budget request purposes.  The Region of York has approved contributing $150,000 to the intersection improvement of Bullock Drive and McCowan Road (Attachment ‘B’ - May 25, 2006 Council adopted Clause No. 4 in Report No. 6 of the Transportation and Works Committee).  Upon completion of preliminary design works the cost of detail design and construction was estimated to be $1,000,000.  In 2009 capital budget of $1,000,000 was approved including budget transferred from project #7613 - $640,000).  As per the MOU between the Town and GO Transit, GO agreed to pay fifty percent (50%) of cost of the improvement to the Bullock Drive widening to a maximum of $375,000.

The Town received the infrastructure grant from the Province in 2009.  The town is in the process of collecting the committed fundings from Region of York and GO Transit.                    Go Transit confirmed that the funds will be transferred by end of April 2010.  Construction work will commerce upon receipt of payment commitment from Region of York.

 

Staff has addressed Council’s recommendations to consider improvements to the intersection at Bullock Drive and further west on Bullock Drive by adding a storage lane to north bound traffic from Bullock Drive East and a bus bay at Go Transit entrance.

The increase of GO Transit parking spaced at the Centennial CC will increase the service level for alternative mode of transportation within Markham, and provides a more sustainable growth of the community.
