SUBJECT:                         Emergency Operation Centre Re-location to 8100 Warden Ave.

RECOMMENDATION:

 

1)                  THAT the report and presentation titled “Emergency Operation Centre Re-location to 8100 Warden Ave. ” be received; and,

 

2)                  THAT the conceptual floor plan as presented for the Emergency Operation Centre be approved in principle; and,

 

3)                  THAT staff proceed with detailed design work, preparation of working drawings, tendering, and tender award as required to insure that construction of this facility commences as soon as possible; and,

 

4)                  THAT the CAO be delegated authority for contract approvals within the scope of the total project budget; and,    

 

5)                  THAT staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to provide an update on the status of this project, seek council approval to proceed with preparation of detailed design and working drawings, tender preparation and release, and to delegate tender award to CAO.

 

BACKGROUND:

A project application was submitted and approved in 2009 as part of the Infrastructure Stimulus Funding from the Federal and Provincial governments to relocate Markham’s Emergency Operations Centre.

Currently the Canada Room doubles as the Emergency Operation Centre (EOC) for the Town.  While the Canada Room has provided a suitable EOC for several years, relocating the EOC to 8100 Warden Ave. will decrease the interruption to Town services at the Civic Centre in the event of a long-term emergency. The Canada Room also does not have an emergency back up electrical system which is an essential component of an effective EOC.

 

The relocation allows for the continuation of emergency response operations in the event of power interruptions in the form of current backup power supply (i.e., UPS, generator) located at 8100 Warden. Sufficient and appropriate resources will be incorporated in order to supply uninterrupted communications, decision-making capability, and administration and coordination capacity in order to manage the emergency event. The proposed EOC will serve as a training area and meeting rooms that can be converted quickly into a functioning EOC.

COMMUNICATION PLAN:

Project signage has been erected at the 8100 Warden Avenue site indicating that this is an Infrastructure Stimulus project with funding from the Federal, Provincial, and Municipal governments. Project information was provided at the Infrastructure Fair in January.

 

FINANCIAL CONSIDERATIONS:

Capital Account #67-53509518005 has been established to fund the “Relocation of the Emergency Operating Centre” project.  The project budget is $1.0 million and there are sufficient funds allocated to complete the project satisfactorily.
