SUBJECT: 2011 Budget Schedule

RECOMMENDATION:

THAT the report dated January 17, 2011 entitled “2011 Budget Schedule” be received;

AND THAT the Budget Sub-Committee meetings scheduled for the dates and times below be approved:

Meeting #3 – Monday, January 10^th (1:00 p.m. to 3:00 p.m. – Canada Room)

Meeting #4 – Monday, January 24^th (1:00 p.m. to 4:00 p.m. – Canada Room)

Meeting #5 – Monday, January 31^st (1:00 p.m. to 4:00 p.m. – Canada Room)

Meeting #6 – Monday, February 7^th (2:30 p.m. to 5:30 p.m. – Canada Room)

AND THAT the Draft Public Meeting Presentation be presented at the February 14^th General Committee meeting;

AND THAT a public meeting be held on February 23^rd to receive public feedback on the 2011 Budget;

AND That Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain approval for the 2011 Budget meeting dates.

BACKGROUND:

The 2011 Budget process started with two Budget Sub-Committee meetings held in the month of December 2010. The purpose of these meetings was to provide an overview of the budget process and an introduction to the Town’s budgets. In addition, reserve studies and Town’s revenue streams were also discussed.

OPTIONS/ DISCUSSION:

The proposed 2011 budget process includes 4 additional Budget Sub-Committee meetings in 2011 with one public input session scheduled for February 23^rd, 2011. It is anticipated that the 2011 budget will be approved at the March 1^st Council meeting.

All Budget Sub-Committee meetings are open to the public. Notice of the Budget Sub-Committee meetings are advertised on the “Town Page” in the Economist & Sun and Thornhill Liberal as well as the Town’s webpage. Further, members of the Board of Trade Sub-Committee on Governmental Issues have been invited to attend the budget meetings.

The following are proposed meeting dates to review, discuss and approve the 2011 budget:

Meeting #2 – Monday, January 24^th (1:00 p.m. to 4:00 p.m. – Canada Room)

Meeting #3 – Monday, January 31^st (1:00 p.m. to 4:00 p.m. – Canada Room)

– Capital Budget and Operating Budget (upon completion of Capital Budget)

Meeting #4 – Monday, February 7^th (2:30 p.m. to 5:30 p.m. – Canada Room)

– Operating Budget

General Committee – February 14^th

– Draft Public Meeting Presentation

Public Meeting – February 23^rd

– Feedback from the public prior to Council approval of the 2011 Budget

General Committee – February 28^th

– Report on the recommended 2011 Budget and review feedback from the public prior to Council approval of the 2011 Budget

Council – March 1^st

– Council approval of the 2011 Budget

As in the previous years, preliminary capital budget binders have been distributed to all Councillors in advance of the Budget Sub-Committee meeting scheduled to review and discuss the Capital Budget. For the 2011 Capital Budget, binders were distributed in the week of December 20^th, 2010.

Further, an email was sent on December 17^th, 2010 to Mayor and Members of Council requesting that Councillor requests be forwarded to Andrea Tang by January 5^th, 2011 for consideration in the 2011 Budget. All requests were summarized and distributed to the respective departments for comments (if required) and will be addressed at the Budget Sub-Committee Meetings.

All presentation materials can be made available to all Councillors upon request.
