SUBJECT:                         Request for an Extension for Infrastructure Stimulus Projects

RECOMMENDATION:

 

1)      THAT the Town of Markham requests the offered extension to federal and  provincial funding to October 31, 2011 for the following Infrastructure Stimulus projects:

2)      THAT the Council of the Corporation of the Town of Markham attests that it will continue to contribute its share of the required funding for Markham’s Infrastructure Stimulus projects; and

 

3)      THAT actual claims for all Markham’s Infrastructure Stimulus eligible costs incurred by March 31, 2011, be submitted no later than April 30, 2011; and

 

4)      THAT Council of the Corporation of the Town of Markham ensure that the Markham’s Infrastructure Stimulus projects be completed; and further,

 

5)      THAT staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

To obtain a motion to request an extension for infrastructure stimulus projects funding, as per Federal / Provincial requirements.

 

 

BACKGROUND:

Recently the Federal and Provincial governments extended the Infrastructure Stimulus deadline by a construction season from March 31, 2011 to October 31, 2011. We were required to submit our requests for extension of projects that would not be completed by March 31, 2011 on January 17, 2011.

 

The federal government mandated that the following specific documentation be submitted for all projects seeking an extension, project identification, financial forecasts, a detailed construction schedule for the completion of the project signed by an engineer or architect and a council resolution committing to finish the project and accepting responsibility for any costs incurred beyond the October 31, 2011 date.

 

Since our first Council meeting of the year is scheduled on January 25, 2011 we have been given until January 26 to submit a council extract.

 

A presentation on the status of all seven projects will be provided time permitting at the January 24th meeting or at a future meeting in February.

 

With the exception of the Thornhill Community Centre due to the asbestos abatement and concerns with the contractor for phase 11 of the Accessibility Retrofits, the remaining work on all projects will be substantially completed by March 31, 2011.

 

The extension is required for the following reasons:

 

 

The request for extension was submitted for the following projects: Accessibility Retrofits, Thornhill Community Centre & Library, Angus Glen Indoor Tennis,

and Civic Centre Artificial Ice Rink.

 

We are pleased to report that the following projects will be completed by March 31, 2011: Energy Retrofits, Emergency Operations Centre and St Robert Artificial Turf and Bubble.

 

All projects are on budget and are expected to be completed by June 30, 2011.
