PRELIMINARY REPORT

 

Playdium Corporation. Application for rezoning to permit a Family Entertainment Complex at 22 Heritage Road

RECOMMENDATION:

 

That a Public Meeting be held to consider Zoning Amendment Application ZA 02 119090 submitted by the Playdium Corporation, to permit a family entertainment complex at 22 Heritage Road.

 

PURPOSE:

 

The Playdium Corporation has submitted a rezoning application to permit a family entertainment complex at 22 Heritage Road.  The purpose of this report is to provide preliminary information on the zoning application, and to recommend that a statutory public meeting be held to consider the application.

 

BACKGROUND:

 

Property and area context

The subject property is located on the north side of Heritage Road, east of McCowan Road (Figure 1), and consists of an area of 1.21ha (3 acres).  Currently, there is an existing building on site with a gross floor area of 2181.5m2 and a total of 250 parking spaces provided. Abutting the site to the immediate east is an existing multi unit industrial complex, and to the west of the site is the Laidlaw transportation school bus yard.  To the north of the site is the storage yard for the Rona Lansing store, and to the south of the site, on the opposite side of Heritage Road, is a multi unit industrial complex. 

 

 

 

In February 1994 Swanson Entertainment Inc. was granted zoning and site plan approval for a 2181.5m2 (23,482.2 ft2) Bingo Hall.  A site plan control agreement was executed on December 20, 1995.  In addition, site plan approval was granted in August of 2002 for a 48m telecommunications tower by Microcell Connexions to be located at the rear of the subject property.

 

Current Zoning and Official Plan Designation

The subject property located at 22 Heritage Road is currently designated Major Commercial in the Official Plan.  The Official Plan provides that lands located within this designation may be zoned to permit a recreational establishment.  The Property is currently zoned Industrial (M) under By-law 1229, as amended (Figure 2).  A rezoning is required to accommodate the requested recreational establishment permission. 

 

Proposal

A rezoning application has been submitted to permit a family entertainment complex (gross floor area of 2181.5m2  (23,482.2 ft2)) within the existing building located at 22 Heritage Road (Figure 3).  The applicant does not need to apply for site plan approval, as they will be using the existing building on the site and no changes to the building or site are proposed.

 

The Playdium Corporation is in the family entertainment business and has almost 50 gaming centers across the country.  The Playdium centers offer a variety of activities and events that range from video/computer gaming, sporting activities, and virtual reality gaming.  

This is a multi-functional venue that is designed to create a fun and interactive environment where young adults and families can experience a wide array of activities and entertainment. 

Potential benefits of approval of the proposal

The proposal is for a recreational establishment that would help service the entertainment needs and interests of the local community. The proposal also represents adaptive reuse of a vacant building.

 

CONCERNS/ISSUES TO BE RESOLVED:

 

The following is a brief summary of concerns/issues raised to date.  These matters, and any others identified through the circulation and detailed review of the proposal will be addressed in a final report to be presented to Committee at a later date.

 

A site visit was conducted by Town staff and it was found that the Laidlaw transportation facility was parking school buses and vehicles at the rear of the site along the north property line.  In addition the multi unit tenant to the east has been using the easterly portion of the parking lot to store scrap vehicles and those needing repair.  Staff has advised the applicant that the buses and scrap vehicles would have to be removed to accommodate the required parking on the site. According to the current parking standards, the proposed recreational establishment would require 87 spaces and there are currently 250 spaces on the site, for a parking surplus of 163 spaces.  Based on these calculations there are more than enough parking spaces provided  to accommodate for the use of a recreational establishment on this site, provided the buses and scrap vehicles are removed.   

 

FINANCIAL CONSIDERATIONS:

 

No financial implications are to be considered in this Report.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

 

The application has been circulated to Town Departments and commenting agencies.

 

Public Meeting should be held to obtain public input

It is recommended that the Committee authorize the scheduling of a Public Meeting to consider the applicant’s proposed zoning amendment.
