Designation under Part IV of the Ontario Heritage Act

RECOMMENDATION:

THAT Heritage Markham’s recommendation to designate the John Reesor House at 6937 Highway #7 under Part IV of the Ontario Heritage Act be approved;

 

AND THAT the Clerks Department be authorized to:

 

 

PURPOSE:

To recommend to Council that the John Reesor House at 6937 Highway #7 be designated under Part IV of the Ontario Heritage Act.

 

BACKGROUND:

The property known municipally as 6937 Highway #7 contains a heritage building, known as the John Reesor House.  The property forms part of the Cornell Secondary Plan Area and the dwelling is identified as a building of architectural and/or historic value within the plan.  The plan encourages the retention and conservation of heritage buildings in new development proposals in their original use or in an appropriate adaptive re-use. 

 

The lands are currently the subject of an application for rezoning (ZA.02-100353), Official Plan Amendment (OP O2-100345) and Plan of Subdivision (SU O2-100376) to permit development of a mixed use community.  The first phase of the plan of subdivision, containing the John Reesor House was draft approved on June 25, 2002.  As per the Secondary Plan policies, the owner of the subject property, 1440102 Ontario Inc. (Jennora Limited) has agreed to incorporate the existing heritage building within the new development.  The existing house is to be preserved on a 0.21 ha residential block within the plan of subdivision (Appendix ‘A’).

 

In order to ensure that the existing heritage house is protected prior to and during the development process, Heritage Markham at its meeting of December 11, 2002 recommended that the John Reesor House be designated under Part IV of the Ontario Heritage Act (Appendix ‘B’). The purpose of the designation is to ensure the long-term protection of the home and to provide current and future owners access to available funding programs for the restoration of the designated heritage property. 

 

DISCUSSION:

John Reesor House is a significant heritage building

The John Reesor House is listed on the Markham Inventory of Heritage Buildings.   The house is an outstanding example of a fieldstone farmhouse from the mid 19th Century built for a prominent farming family in Markham.  The house exhibits influence of the Georgian Style.  An outline of the historical and architectural reasons for designation is included in the Heritage Designation Report, which is attached as Appendix ‘C’.

 

It is recommended that the property be designated under the Heritage Act.

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Action required by Clerks Department

Should Council concur with the recommendation to designate the John Reesor House at 6937 Highway #7, the Clerks Department should be authorized to:

·      publish and serve on the property owners, the Ontario Heritage Foundation and the public through a newspaper advertisement, Council’s notice of intention to designate the property as per the requirements of the Act; and,

·      prepare the Designation By-law for the property at 6937 Highway #7.
