All Way Stop Control - Macrill Road @ Forester Crescent

 

 

 


 

 

RECOMMENDATION:

THAT Schedule 12 of By-law 106-71 for an all-way stop control be amended to include the intersection of Macrill Road at Forester Crescent and that the attached By-law be approved.

 

AND THAT The Operations and Asset Management Department be directed to install all-way stop signs at the intersection of Macrill Road at Forester Crescent once the by-law is approved.

 

AND THAT The York Regional Police be requested to enforce the all-way stop control upon approval of the by-law and installation of these signs.

 

PURPOSE:

This report is to recommend to Council that an all-way stop control be installed at the intersection of Macrill Road at Forester Crescent

 

BACKGROUND:

The Traffic Division received a request for an all-way stop control at the intersection of Macrill Road at Forester Crescent (see Attachment 1).  Macrill Road runs East/West, Forester Crescent is North of intersection. Currently, there is side stop control on Forester Crescent giving traffic on Macrill Road the right-of-way.

 

OPTIONS/DISCUSSION:

To determine the need for all-way stop control, the local traffic conditions must meet the minimum requirements of the all-way stop warrant adopted by the Town.  The warrant is based on guidelines established in Ontario Traffic Manual (OTM) for assessing the need of additional right-of-way control at an intersection.  A turning movement count was conducted during the morning peak hour at this intersection and the resulting warrant analysis is as follows:

All-way stop control is warranted when both warrant 1 and warrant 2 are satisfied.  As noted above warrant 1 for total volume is 92% satisfied and warrant 2 is very close to the required split in local and main street traffic volumes.

 

Traffic growth will satisfy warrants

It is expected traffic volumes will increase in the near future to meet the warrant.  The area near the intersection is a relatively new community. Traffic volumes in this area are expected to increase as the community adjusts to new routes and areas around the community continue to develop.    Furthermore, daily traffic volumes can vary by as much as ten percent.  Finally, residents in the area are very concerned about safety as a result of an injury to a child at this intersection. 

 

Given that the warrants are already 92% satisfied, the expected growth in traffic volumes,  the daily fluctuation in traffic volumes and the community safety concerns, it is recommended that all-way stop control be installed at this time.

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report.

 

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install the proper signage for the proposed all-way stop at Macrill Road and Forester Crescent.
