Susan Casella disclosed an interest with respect to Item #4 - 12 Buttonville Cres. West as the deputants are her son and son-in-law.
Julie Christian disclosed an interest with the item of new business – 6 Wismer Place – Markham Heritage Estates as she is the owner of this property.
Ted Chisholm disclosed an interest with Item #16 – 10 Eckardt Street as he is the prospective purchaser of this property.
HERITAGE MARKHAM RECOMMENDS:

9404 HIGHWAY #48
DETERMINATION OF SIGNIFICANCE (16.11)

The Manager, Heritage Planning, advised that the building at 9404 Highway #48 was visited by the Architectural Review Sub-Committee in June and found to be an arts and crafts style structure with a number of additions. The house appears to sit on an earlier fieldstone foundation. The home was originally built by Menno Raymer and retains much of its original early 20th century details. The Architectural Review Sub-Committee has HERITAGE MARKHAMS RECOMMENDS: that further research, both historical and architectural, be done with respect to the house to determine the value of the building.
Brian Bunting, owner of the property at 9404 Highway #48, asked when the building was added to the heritage inventory? The Manager, Heritage Planning, advised that the inventory lists all heritage buildings within the Town and was developed in the late 1970’s. The list continues to be updated with each updated list be taken to Council.
Mr. Bunting indicated his concern that in the 15 years he has been in contact with the Town and the Museum, he was not made aware that his property was on the heritage inventory. He noted that an offer to purchase has been received but is conditional on removal of the existing structure. Mr. Bunting stated that he has never received written notification with respect to any heritage significance of the house. He also noted that a piece of land in front of the house will be required for road widening purposes. When this road widening occurs the road will go through the living room of the existing structure.
It was noted that Marjorie Maynard lived in this house for a number of years and may be able to provide information on the many changes made to the structure especially in the 1950’s when a number of changes were made due to a fire.
HERITAGE MARKHAM RECOMMENDS:
THAT the material with respect to 9404 Highway #48 – determination of significance, be received;
AND THAT the Town (Heritage Section) staff be requested to prepare a research report on the Menno Raymer House;
AND THAT Town (Heritage Section) staff investigate the information provided by Brian Bunting and Majorie Maynard;
AND FURTHER THAT the research report be provided to the Architectural Review Sub-Committee at its next meeting with authority to approve.

9451 - 9TH LINE
PRESERVATION OF BARN (16.11)

The Manager, Heritage Planning, noted that the brick farmhouse at 9451 9th Line is a property covered under Condition 15.3 in the Conditions of Draft Approval for a subdivision owned by Metrus. Metrus has agreed to this condition and a lot has been set aside in the subdivision. He advised that the outbuildings could not retained on the size of lot provided by the builder.
Mr. George Kelava, tenant at 9451 Ninth Line, asked for Heritage Markham’s assistance is saving the barn on this property. He noted that additional land would be required to retain the barn as there is insufficient space on the lot assigned by Metrus. He suggested that at least 1 acre is required to preserve the barn. He has not been successful in negotiating additional land through Metrus.
Mr. Keleva advised that he has agreed to the purchase of an additional ½ acre but has not received co-operation from the developer in finalizing this agreement.
The Manager, Heritage Planning, noted that out buildings are not normally preserved, however, the materials are usually advertised for salvage or use by Markham Museum. The Committee noted that there is a need to save some of the heritage barns that are quickly disappearing from the Markham landscape.
It was pointed out that the developer may not consider a ‘barn’ an appropriate structure for the Cornell Subdivision. It was suggested that a letter be forwarded to the developer advising that the barn is under review.
HERITAGE MARKHAM RECOMMENDS:
THAT the materials with respect to 9451 Ninth Line be received as information;
AND THAT staff complete a study on the barn to determine if it is worth saving and whether there is value in saving the barn on site and provide Heritage Markham with a report outlining strategies to save the barn if appropriate.

12 BUTTONVILLE CRES. WEST
ALTERATIONS TO ROOF UNDERTAKEN WITHOUT PERMITS (16.11)

Susan Casella declared a disclosure of interest with respect to Item #4 as she is related to the deputants (son and son-in-law). She did not participate in the voting with respect to Item #4.
George Duncan, Heritage Planner, outlined the alterations undertaken at 12 Buttonville Crescent without a building permit of a heritage permit application and approval. The roof on a vacant house to the rear of the property has been raised to provide sufficient space for headroom and insulation. The owner then wants to relocate this structure and incorporate it with the occupied house as a rear wing.
Sam Naffaa indicated that he has considered moving the vacant structure and attaching it perpendicular to the side of the original house, however, there is a large tree in the way and he prefers to attach the vacant structure to the rear of the occupied house. It was noted that relocating the vacant house could permit severance opportunities. Members raised the issue of the height of the proposed addition in comparison to the occupied house. He concurred that raising the roof does make the addition higher then the original heritage house. The addition would be 14” higher than the original building.
It was pointed out that detailed drawings and elevations are required for the committee to make a decision on how the roofline of the addition will impact the roofline of the existing house.
HERITAGE MARKHAM RECOMMENDS:
THAT the material with respect to 12 Buttonville Crescent West – Alterations to the Roof Undertaken without Permits, be received as information;
AND THAT Heritage Markham advise the owner that a Heritage Permit Application must be submitted to cover the alterations made to the roof of the vacant house at 12 Buttonville Crescent West;
AND THAT the applicant be requested to submit detailed plans and drawings to show how the relocated house could be incorporated with the existing occupied dwelling;
AND FURTHER THAT Heritage Markham has no objections to adding the cobbler’s cottage as a tail to the Morrison house provided that the roofline of the cottage does not exceed the roofline of the Morrison house.

THAT Heritage Markham has no objections to the alteration of the roof of the cobbler’s cottage at 12 Buttonville Crescent West.
Motion Failed to Carry.
It was noted that the applicant should follow procedure and provide a completed heritage permit application for consideration at the next Heritage Markham meeting. (A completed building permit application should also be submitted to the Town of Markham’s Building Department.) The Committee directed that no further work be done on any alterations until a heritage permit application has been received and approvals provided by Heritage Markham. The Town of Markham Building Department will be provided with information received by Heritage Markham.

10379 and 10411 Kennedy Road apply for Heritage Permits for the work undertaken
to date and submit plans and specifications for further work on 10411 Kennedy
Road to include the items listed below:

Wood storm windows should be repaired and reinstalled; missing
storm windows should be
made of wood to match the existing storm

The concrete cistern should be filled in for safety reasons;

The heavy Classical porch columns should be removed and replaced with
wood posts appropriate to the period of the house;

The eaves of the kitchen wing should be cut back so they do not
overhang the window on the rear wall of the main house;

The boarded window on the north wall of the kitchen should appear as if
it is still a window but with its shutters closed;
·
The east door should appear as a door opening but with a
non-functioning door appropriate to the period of the house.
AND THAT Heritage Markham requests that the owner
take immediate steps to lock and otherwise secure the vacant house at 10379
Kennedy Road.

COMPLAINT RE: PICKET FENCE (16.11)

The Heritage Planner advised that a complaint has been received with respect to the construction of a picket fence at 133 John Street without a heritage permit. While the fence may be appropriate for the heritage area, it should be pointed out to the owner that there is a process to be followed by the completion of a heritage permit application. The owner should also be advised that any further changes to the exterior of the home requires completion of a heritage permit application.
HERITAGE MARKHAM RECOMMENDS:
THAT the material regarding 133 John Street, Thornhill – complaint – picket fence, be received;

OMG - PUBLIC SPACE RECYCLING PROGRAM (16.11)

The Committee expressed a number of concerns relating to the use and location of the recycling containers in heritage areas. It was suggested that a Volunteer Sub-Committee of Heritage Markham visit the proposed sites and report their findings to the Architectural Review Sub-Committee. Elizabeth Plashkes, Judy Dawson-Ryan and Ted Chisholm volunteered to visit the proposed sites.
The Committee also expressed concerns with respect to the location of the blue box in front of the band shell and the newspaper and magazine vending machines in front of the Markham train station bandstand.
HERITAGE MARKHAM RECOMMENDS:
THAT the material regarding waste/recycling – Heritage District – OMG Public Space Recycling Program, be received;
AND THAT the Volunteer Sub-committee (Elizabeth Plashkes, Judy Dawsdon-Ryan and Ted Chisholm) visit the proposed locations for recycling containers in the heritage areas to determine the suitability of these sites and provide a report for the Architectural Review Sub-Committee.

THAT the Town of Markham Street Services be requested to review the appropriateness of permitting newspaper and vending machines or blue boxes on heritage streets;

The Heritage Planner advised that a Heritage Permit Application has been received for adding a back porch to 6 Peter Street. The house indicates that the gable-fronted heritage house was built in 1898 for Mary Sullivan Sharpe,. In May, 2002 the owner received approval from Heritage Markham for several works including the construction of a deck at the rear and south side of the house. The owner now proposes to construct an open porch supported on turned posts. The addition is to the rear of the house and is architecturally compatible with the building.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the proposed rear veranda.

8 WISMER PLACE, MARKHAM HERITAGE ESTATES – ROOF (16.11)

Susan Casella noted that the Keeley House, Markham Heritage Estates, has had the roof removed. If the roof was to be removed, why did Heritage Markham not comment? Are there detailed drawings of the roof so that it can be replaced?
The Manager, Heritage Planning, advised that the building was too high to be moved under the hydro lines. It was only 2-3 days prior to the move that staff were made aware that the roof would have to be removed. Town (Heritage Section) staff have worked with the movers with respect to the removal of the roof.
The Heritage Planner noted that the movers had to apply for a permit to dismantle the roof leaving the owners in a state of panic. A compromise was reached in that the gable ends would remain and act as a reference point for the shape when
reconstructing the roof.

HERITAGE PERMITS (16.11)

Julie Christian
Julie Christian declared a disclosure of interest with respect to Item #37 - 6 Wismer Place, Markham Heritage Estates, as she is the applicant with respect to the heritage permit application to replace the roof of the shed with a metal roof. She did not participate in the voting with respect to Item #37.
Julie Christian indicated that she is submitting two Heritage Permit applications for 6 Wismer Place for:
1) proposal to re-roof the shed with a metal roof.
2) change the siding on the addition.
Ms. Christian requested that the issues be forwarded to the Architectural Review Sub-committee for approval in the hope of expediting these issues.
HERITAGE MARKHAM RECOMMENDS:
THAT consideration of the proposals for 6 Wismer Place to re-roof the shed with a metal roof and change the siding on the addition be delegated to the Architectural Review Sub-Committee.

REGARDING HERITAGE PERMITS (16.11)

Councillor Stan Daurio noted that there have been concerns expressed with regard to residents not knowing that they are in a heritage area.
HERITAGE MARKHAM RECOMMENDS:
THAT a letter be mailed annually to owners of designated houses and to owners of houses in heritage districts setting out conditions for which a heritage permit is required.

39. DEVELOPMENT – SOUTH OF HIGHWAY 7
EAST SIDE OF MARKHAM ROAD (16.11)

Councillor Jack Heath noted that there is a new residential subdivision proposed south of Highway 7 on the east side of Markham Road. He also noted his concerns that green space and parkland are important to this development as well as the heritage house that is located on the site as it will complement the vision of Main Street Markham that includes expansion of the library. He is taking this issue to the Main Street Markham Committee for consideration. He is not aware if a resolution is on file with respect to the heritage home but if one exists he will be requesting Heritage Markham to support its retention and restoration.

40. 22 BURR CRESCENT – WINDOWS & SIDING DETERIORATING
MR. & MRS. LEE (16.11)
Mr. Lee
Mr. & Mrs. Lee were in attendance to discuss the deteriorating state of the wood windows and doors on their 1988 house. Mr. Lee noted that the siding is buckling in places. Mr. Lee’s house is one of three homes that were built with a number of heritage features to provide a heritage character to the streetscape facing Woodbine Avenue in Buttonville. He indicated that he wants to replace the wood windows with vinyl and the wood siding with a wood grain vinyl. It was noted that the use of poor materials and design flaws are responsible for the severe deterioration occurring on Mr. Lee’s home.
The Committee indicated that in this specific instance, there was no objection to the proposed alterations given the property is not designated or in a heritage district with an approved district plan.
HERITAGE MARKHAM RECOMMENDS:
THAT the information regarding 22 Burr Crescent – windows and siding deteriorating, be received and referred to staff with authority to approve.
