Provincial Performance Measures –
2002 |

RECOMMENDATION:
That Council receive the report entitled “Provincial
Performance Measures for the year 2002”,
dated September 22, 2003;
And that staff publish the mandatory Provincial
Performance Measures on the Town of Markham website;
PURPOSE:
To present to Council, the Town of Markham’s
mandatory efficiency and effectiveness measures that are to be reported to the
public.
BACKGROUND:
The submission of the performance measures data is through the Financial Information Return (FIR). The Ministry of Municipal Affairs and Housing (MMAH) added additional schedules to the FIR, to accommodate the Municipal Performance Measures Program (MPMP) requirements. The FIR, along with the performance measures data was submitted to MMAH on May 31st, 2003. The deadline for reporting to the public is September 30, 2003.
There are 25 performance measures outlined in the MPMP criteria in the core services areas of general government, protection services, transportation services, environmental services, solid waste management and land use planning. The Town of Markham reports on 20 of these measures.
In the past, comparisons of results between municipalities were difficult due to differences in accounting policies and cost allocations, service levels and standards of each municipality and the age of the municipality and the age of its infrastructure. However, the MPMP measures and definitions have been consistent for the past two years, which will provide each municipality an opportunity to examine changes in their own year over year results.
The
Town of Markham’s integrated 2004 Budget and Business Plan initiative will
build on the MPMP program by including meaningful key performance indicators
for all business units, which will further enhance the ability of staff and
Council to measure performance and track financial trends. For example, the
Town of Markham’s 2002 results, when compared to 2001, reflected the severe
2002 winter conditions, increased costs for water and wastewater due to
regulated sampling requirements and the Region of York wholesale water/sewer
rates, and growth. A review of the
Region of York’s 2002 measures compared to 2001 reflect the same trends for the
same reasons.
In addition to the required Provincial measures, the Town of Markham departments have been tracking a number of additional measures for the last two years. The additional measures are not mandated by legislation, but report information to the community about the Town of Markham and its operations. These additional measures are currently being reviewed and the results will be provided to Council in a separate report in October.
