1) That the report titled “Amendments to
Business Improvement Area By-laws” be received; and,
2) That
By-law 279-86 establishing the “Markham Village Business Improvement Area”
commonly referred to as the "Markham Village BIA (MBIA)" By-law be
repealed in its entirety and the attached by-law, noted as Appendix “A” to this
report, be enacted; and,
3) That Staff be directed to undertake a comprehensive review, including consultation with the Board of Management of the MBIA to determine further governance improvements and report back prior to the end of the 4th quarter of 2015; and further,
4) That Staff be authorized and directed to do all things necessary to give effect to this resolution.

entitled “Proposed All-way Stop Controls – Cox Boulevard
& Circa Drive; South Park Road & Times Avenue”, be received;
and,
2) That Schedule 12 of
Traffic By-law 106-71, pertaining to compulsory stops, be amended to include all approaches to the
intersection of Cox
Boulevard & Circa Drive; and,
3) That Schedule 12 of
Traffic By-law 106-71, pertaining to compulsory stops, be amended to include
all approaches to the intersection of South Park Road & Times Avenue; and,
4) That the Operations Department be directed to install the
appropriate signs and pavement markings at
the subject locations; and,
5) That the cost of
materials and
installation for the traffic signs and pavement markings be funded from capital
project #14228 (Traffic Operational Improvements) in the amount of $1,000; and,
6) That York Regional
Police be requested to enforce the all-way stop control upon installation of
these stop signs and passing of the By-law; and further
7) That staff be authorized and directed to do all things
necessary to give effect to this resolution.

entitled “Proposed Northbound Left Turn Restriction at Ninth Line & Berczy Gate,” be received; and,
2) That the petition submitted by Mr. Gord
Walter, President of the Sherwood Amber Glen Ratepayers Association for a
northbound left turn restriction on weekdays between 7 AM and 9 AM at the
intersection of Ninth Line and Berczy Gate be received; and,
3) That the Region of York be requested
to implement a northbound left turn restriction at the intersection
of Ninth Line and Berczy Gate, weekdays, between 7 AM and 9 AM; and,
4) That
York Region be requested to review the intersection of Ninth Line and Church
Street for consideration to provide a northbound advance left turn signal
combined with an advance straight through movement; and,
5) That
Markham staff request York Region Transit to review their transit route in an
effort to capture more students travelling from the southeast part of Markham
that attend Markham District High School by increasing their routes and/or
provide for additional buses; and,
6) That
Markham staff be directed to contact the York Region District School Board and
investigate the possibility of providing a school bus for students coming from
the southeast part of Markham attending Markham District High School; and,
7) That
the deputation from Gord Walter, Sherwood Amber Glen Ratepayers Association be
received; and,
8) That Markham staff
be requested to report back to General Committee regarding their
recommendation; and further,
9) That Staff be authorized and directed to do
all things necessary to give effect to this resolution.

That the report of the
Development Services Committee be received & adopted. (Items 1 and 2):

as recommended by Heritage Markham, the Joseph Wideman House at 10015 Highway
48 be declared eligible for relocation to Markham Heritage Estates, due to its
cultural heritage value or interest, threatened state, the absence of either
short or long-term uses by the owner, and the length of time before development
will occur in the area; and,
2) That Staff be authorized and directed to do all things necessary to give effect to this resolution.

1) That the staff report titled “Sign Variance for Markham Village Esso, Imperial Oil Limited, 5965 Highway 7, Markham Village Heritage Conservation District” dated February 3, 2015, be received; and,
2) That the application for a sign variance (14 138540 SP) be approved for a maximum ground sign face of 6.04 square metres for each side of the two proposed ground signs and that internal illumination be permitted only for the electronic gas price number component of each sign; and further,
3) That
staff be authorized and directed to do all things necessary to give effect to
this resolution.

Markham; and,
Whereas these reports
continue to be unavailable for Markham Residents to review; and,
Whereas the release of these
reports would not divulge any information on issues that warrant being kept
confidential; and,
Whereas all meetings held at
Markham Council could be public. The
Municipal Act does not mandate Council to go in camera for any reason other
than a request within the Freedom of Information;
Now therefore be it
resolved:
1) That all such reports, slide show presentations and related
documents be immediately released to the public, including the scope of work

See update memo attached. The recommendation outlined below is for Council's consideration:
1) That the staff memorandum dated February 10, 2015 regarding applications by 1820266 Ontario Inc. (Times Group Inc.) to permit a townhouse development at 4002/4022 Highway 7 (north-east corner of Highway 7 and Village Parkway), be received; and,
2) That the Unionville Sub-Committee meeting minutes dated February 3, 2015 be received; and,
3) That staff be directed to continue to negotiate the built form along Highway 7 with the Times Group, and further,
4) That staff report back to Development Services Committee as soon as possible on the outcome of the discussions with the applicant.
