RECOMMENDATION:
That a Public Meeting be scheduled to consider the zoning application (ZA 06-110406) by IBM Canada Limited to extend the Temporary Use By-law permitting the temporary surface parking lot at 8200 Warden Avenue for an additional three years.
And that the expanded notice
procedures for applications in Markham Centre not be
applied to this application.

The purpose of this report is to
provide preliminary information regarding an application by IBM Canada Limited
to extend the temporary use zoning by-law permitting the temporary surface
parking lot serving the IBM Software Development Facility at

The IBM Software Development
Facility is situated on the north side of the
IBM is requesting extension of Temporary use By-law for a further 3
years
In July 2000, Council enacted Temporary Use By-law No. 106-2000 permitting the temporary parking lot for 3 years. In June, 2003, Council renewed the by-law for a further 3 years. IBM is not proceeding at this time with the second phase of the software development facility and has submitted a zoning application to permit the continued use of the temporary parking lot for a further 3 years.
Trip reduction measures have been implemented
As a condition of extending the temporary use by-law in 2003, the Town requested IBM to work with the Town to reduce the vehicular trips generated by the Software Development Facility. IBM was an active participant in the development and formation of the Smart Commute 404-7 Transportation Management Association (SC404-7 TMA), continues to be an active participant on the TMA Advisory Committee, and has a program to offer their Markham based staff commuter options to support alternatives to drive alone trip to work.
