THAT Heritage Markham has no objection to the requested variances to permit:

 

a)         a minimum front yard setback of 13.0 feet; whereas the By-law requires a minimum front yard setback of 25 feet;

b)         a maximum building depth of 20.02m; whereas the By-law permits a maximum building depth of 16.8m;

c)         an encroachment of 36 inches for the front steps; whereas the By-law permits an encroachment of 18 inches.

 

AND THAT Heritage Markham has no comment on the requested variances to permit a maximum net floor area ratio of 50.2%, whereas the By-law permits a maximum of 45%; and

 

AND THAT Heritage Markham has no comment on the proposed addition and restoration plan for 32 Church Street;

 

AND THAT the applicant enter into a Site Plan agreement with the Town containing the usual provisions regarding colours, windows materials, etc.;

THAT Heritage Markham supports the Heritage Permit application submitted by the owners of 370 Markham Main Street North to keep the recently installed vinyl insert windows on all the windows except for the two picture windows on Main Street which will be replaced with new wooden picture windows with a transom containing a patterned or coloured glass based on surviving historical examples found in Markham;

 

AND THAT final approval of the design of these proposed picture windows be delegated to Heritage Section Staff.

Mr. Clay Leibel, Forest Bay Homes, addressed the Heritage Markham Committee and advised the Committee that repairs have not been undertaken to this property due the instability of the building and safety concerns for workers.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham defer this matter until the professional opinion of a structural engineer is given advising that the building is sound enough to enable restoration without demolition;

 


AND THAT Heritage Markham request the applicant:

 

1.         to make a commitment immediately to protect this home from any potential damage due to the freezing and thawing effects of snow and rain; and

 

2.         contact J.D. Strachan to discuss his proposal to restore the William Robb House.

·        the tail wing is re-constructed to the exact dimensions of the original;

 

·        that the new tail wing is clad in a tongue and groove siding exactly matching the dimensions and profile of the original cladding;

 

·        an open verandah is re-introduced in the location of the ell on the east side of the house based on traditional 19th century details found in Unionville and Markham;

 

·        original windows from the original kitchen wing be reused on the new replicated kitchen wing;

 


AND THAT final approval of these revisions to the design and Site Plan Agreement be delegated to Heritage Section Staff.

THAT Heritage Markham has no objection to the Site Plan Control Application for 9506 Highway 48, subject to the following heritage conditions:

 

1.   THAT prior to execution of the Site Plan Agreement, the owner shall submit final drawings, and comply with all requirements of the Town and authorized public agencies, to the satisfaction of the Commissioner of Development Services including:

      a)         a restoration plan for the exterior of the Albert Wideman House which will be included in the site plan agreement;

      b)         provision of a legal survey of the new location of the Heritage Building to facilitate the registration of the designation and easement agreements; and

      c)         the owner entering into a Heritage Easement Agreement with the Town for the Albert Wideman House;

 

            2.   THAT the Site Plan Agreement include the following heritage requirements:

 

·        Provision of a $75,000 Letter of Credit for the Heritage Building;

·        Provision for proper boarding and protection of the Heritage Building through fencing and signage;

·        Provision to maintain the Heritage Building in good and sound conditions at all times prior to and during the development of the property;

·        Provision of a marketing plan, to the satisfaction of the Commissioner of Development Services, within six months of site plan approval to detail the ways and means the Heritage Building will be marketed to prospective purchasers;

·        Provision of a restoration plan for the Heritage Building and plans for any additions and alterations, and to complete the exterior restoration of the Heritage House, connection of all municipal services to the allocated lot (water, gas, hydro, cable, telephone etc.) and ensure basic standards of occupancy as confirmed by Building Standards Department within two years of site plan approval;

·        Provision for two interpretative baked enamel plaques to be designed according to the specifications of the "Markham Remembered" program to address the Albert Wideman House and the now demolished Andrew Wideman House; and

·        Provision for the standard heritage warning clauses for inclusion in future Offers of Purchase and Sale for the Heritage Building.

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham accept, with regret, Ted Shepherd's notice of resignation from Heritage Markham due to his overseas project;

 

AND THAT a letter of thanks be sent to him for his interest in Heritage Markham, and inviting him to reapply to serve on the Committee when he returns to Markham in the future.

28.       ATTENDANCE AT HERITAGE PLANNING WORKSHOP (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT Deirdre Kavanagh be authorized to attend the Heritage Planning Workshop to be held in Brighton, Ontario, on March 29-30, 2008 or April 12-13, 2008; that the payment of the related expenses be authorized in accordance with Town of Markham policy; and that Deirdre Kavanagh submit a report to the Heritage Markham Committee following her attendance at the workshop.

29.       QUORUM CHECK FOR NEXT MEETING (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT staff be requested to canvas the members of the Heritage Markham Committee to determine if a quorum of members will be available for the March 12, 2008 meeting of the Committee.

30.       HERITAGE WEEK ACTIVITES (16.11)

Susan Casella enquired whether a Heritage Markham table could be set up at Markville Mall during Heritage Week.

 

Regan Hutcheson advised that it is difficult to get volunteers to staff a table for all the mall hours.
