SUBJECT:                         Old Kennedy Road (west side) Parking Restrictions

RECOMMENDATION:

 

1) That the report entitled “Old Kennedy Road, Westside Parking Restrictions”, be received;

 

2) And that Schedule “C” of Parking By-law 2005-188 be amended to rescind the parking prohibition on the west side of Old Kennedy Road, between Steeles Avenue and Denison Street;

 

3) And that Schedule “C” of Parking By-law 2005-188 be amended to prohibit parking between the hours of 6 AM to 9 AM and 4 PM to 7 PM Monday to Friday, on the west side of Old Kennedy Road, from a point 15 metres south of Sunrise Drive to a point 65 metres south of Sunrise Drive;

 

4) And that Schedule “C” of Parking By-law 2005-188 be amended to prohibit parking on the west side of Old Kennedy Road, between Steeles Avenue and a point 65 metres south of Sunrise Drive;

 

5) And that Schedule “C” of Parking By-law 2005-188 be amended to prohibit parking on the west side of Old Kennedy Road, between Denison Street and a point 15 metres south of Sunrise Drive;

 

6) And that Schedule “D” of Parking By-law 2005-188 be amended to permit 1-hour maximum permitted parking Monday to Sunday, from a point 15 metres south of Sunrise Drive to a point 65 metres south of Sunrise Drive;

 

7) And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Operations Department account # 83-5399-8402-005;

 

8) And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs and passing of the by-law;

 

9) And that Traffic Operations staff monitor parking activity on Old Kennedy Road to ensure that the safe and efficient movement of traffic is not compromised;

 

10) And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends parking prohibition changes on the west side of Old Kennedy Road that will permit on street parking during off peak traffic periods to support commercial activities associated with the at grade retail development at 84 – 110 Old Kennedy Road.

 

BACKGROUND:

Need to address parking requirements on Old Kennedy Road

Planning and Engineering staff have received a request from the developer associated with the ‘Old Kennedy Village’ retail development for the Town to consider providing short term parking along the west side of Old Kennedy Road adjacent to 84 – 110 Old Kennedy Road to support commercial activities associated with the at grade retail  enterprises (see Attachment “A”).

 

OPTIONS/ DISCUSSION:

Recommendation to permit one (1) hour parking on the west side of Old Kennedy Road

Currently on the west side of Old Kennedy Road, adjacent to the subject property, there is a 24 hour parking restriction. Allowing off-peak, short-term parking in this location is consistent with the vision of Old Kennedy Road and will help support the existing at-grade commercial properties at 84 -110 Old Kennedy Road, which have limited parking for their patrons. Also, providing a one-hour maximum parking regulation will ensure that vehicles are not parked for excessive durations and will result in increased turn-over of the available spaces. Staff is not recommending paid parking in this location at this time and the parking management situation in the area, including the possible implementation of paid parking, will be reviewed comprehensively for Milliken Main Street at a later stage.

 

Traffic Operations staff have reviewed this recommendation and are supportive,  providing that parking continued to be prohibited during the AM and PM peak periods to ensure traffic operations on Old Kennedy Road are not compromised. The Parking Control Department will be directed to enforce the parking prohibition upon installation of the signs and passing of the by-law, and Traffic Operations staff will continue to monitor parking activity on Old Kennedy Road to ensure that the safe and efficient movement of traffic is not compromised.

 

FINANCIAL CONSIDERATIONS AND TEMPLATE:

The cost of materials to install the signs is included for in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.

 

HUMAN RESOURCES CONSIDERATIONS

ALIGNMENT WITH STRATEGIC PRIORITIES:

This report aligns with the community safety component of transportation/transit strategic priority, and supports the Main Street vision of the Milliken Main Street Secondary Plan of providing on-street parking to support at grade retail.
