Mr. Biju Karumanchery, Senior Development Manager advised that the subject of the Public Meeting this date was to consider an application submitted by Delpark Homes (Bondbrooke) Ltd., 2 Havelock Gate, south of 14th Avenue, east of Markham Road, for Official Plan Amendment, Zoning By-law Amendment and Site Plan Approval (OP 09 113033, ZA 09 113040 & SC 09 113042).
The Committee Clerk advised
that 97 notices were mailed on
Staff gave a presentation regarding the proposal, the location, surrounding uses and outstanding issues. The presentation also included a brief background history regarding the previously approved site plan for a neighbourhood commercial plaza that was never constructed and the previous applications for a seniors residence that were withdrawn.

Mr. J.R. Bousfield, Bousfield Inc., addressed the Committee on behalf of the owner, advising that the earlier proposal to construct a seniors residence was strongly opposed by the existing community and that due to the change in the senior care industry it was enough to discourage the owner from pursuing it. He provided the Committee with further details regarding the building heights, shadow casting, traffic analysis and the policy context.

Staff advised that
all the traffic issues raised by the residents this evening will be reviewed
with the Town’s engineering staff and the applicant. Staff also advised that all other issues will
be addressed in the recommendation report.
Staff confirmed that the application has been circulated to the school
boards. Staff also advised that this

There was discussion regarding the permitted uses for this site and the disadvantages if the application ends up at the Ontario Municipal Board. The Committee suggested that if the applicant agrees that a Working Group (consisting of two representatives from the Rouge Fairway Residents Association, three members from the community, the Ward Councillor, staff and the applicant) be formed to review the various resident concerns and/or issues. Mr. Bousfield confirmed that he will speak with the applicant regarding the Working Group and get back to staff.

1) That the Development Services Commission
report dated June 16, 2009, entitled “PRELIMINARY REPORT, Delpark Homes
(Bondbrooke) Ltd., 2 Havelock Gate, south of 14th Avenue, east of Markham Road,
Applications for Official Plan Amendment, Zoning By-law Amendment, and Site
Plan Approval, File No’s.: OP 09 113033, ZA 09 113040 & SC 09 113042”
be received; and,
2) That the Record of the Public Meeting
held on September 8, 2009, with respect to “Delpark Homes (Bondbrooke)
Ltd., Official Plan and Zoning By-law Amendment to
permit a 4-storey apartment building at 2 Havelock Gate (OP 09 113033
& ZA 09 113040), be received; and,
3) That a Working Group be established
consisting of two representatives from the Rouge Fairway Residents
Association, three members from the community, the Ward Councillor, staff and
the applicant; and further,
4) That the application by the Delpark
Homes (Bondbrooke) Ltd. to amend the Official Plan and
Zoning By-law 90-81, as amended, be referred back to staff for a recommendation
report.
